본 연구에서는 인사 청문회의 담화적 특성에 주목하고, 담화-의사소통적 관점에서 분석 범주 및 하위 항목을 설정한 뒤, 우리나라 17, 18대 국회 인사 청문회 자료를 분석하였다. 본 연구에서 설정한 분석 범주는 기존의 정파적 성격의 청문회 연구의 성격을 벗어난 접근이라는 점에서 의의가 있다. 인사 청문회 담화를 분석한 결과, 각 항목별로 기준에 부합하는 사례와 그렇지 않은 양상을 확인할 수 있었다. 구체적으로 ‘형식 및 절차’ 범주에서는 의사진행 발언, 순서 교대, 발언 시간과 관련하여 적절한 사례와 그렇지 못한 사례를 파악하였고, ‘내용’ 범주에서는 인사 청문의 목적성, 질의 정보성, 질의 논점의 일관성, 답변의 연관성, 답변의 정보성과 관련하여 적절한 사례와 그렇지 못한 사례를 확인하였다. 그리고 ‘표현 및 태도’ 범주에서는 표현의 효과성, 관계적 태도의 적절성과 관련하여 적절한 사례와 그렇지 못한 사례를 파악하였다. 각 분석 항목에 부합하는 사례들은 적극적으로 활용하되, 부합하지 않는 사례들은 이를 개선하는 방향에서 주목할 필요가 있다.

This study setup analysis categories and sub-items and analyzed data related to the confirmation hearings held during the period of the 17th and 18th National Assembly, focusing on the discourse characteristics of the confirmation hearing. There is a significance in that the analysis category set in this study was created through an approach which got out of the characteristics of the confirmation hearing-related study dealt from traditional partisan perspectives. As a result of discourses in confirmation hearings, the cases which met the standards by item and inverse cases were identified. To be specific, proper cases and inverse cases were identified in relation to statements in the requests and inquiries, turn-taking, and questioning time in the category of ‘form and procedure’. Proper cases and inverse cases were identified in relation to the purposes of confirmation hearings, purpose and informativity related to questions, the consistency of issues and the information and the relevance of answers in the category of ‘content’. Proper cases and inverse cases were identified in relation to the effectiveness of expression and the appropriateness of relationship attitudes in the category of ‘expression and attitude’.
