우리나라의 대표적인 주거유형으로 자리잡은 아파트는 주택보급률 상승과 함께 국민경제에 상호 영향을 미치며 발전해 왔다. 특히 분양가 자율화 이후 아파트가격은 급상승하였고, 이에 대한 규제책으로 정부는 2007 년 9 월 분양가상한제를 시행하였다. 본 논문은 “분양가상한제” 라는 법적인 규제와 관련하여 그 시행 전후의 아파트 분양가격을 분석하고, 분양가상한제 시행이 아파트 실내마감재와 설비시스템 구성경향에 미치는 영향을 파악하는 데 그 목적이 있다. 이를 위해 2007년 8월에서 2008년 4월 사이 개관한 아파트 모델하우스 내 설치된 44 개의 단위세대를 조사 분석하였다. 공간별, 평형별, 분양가 상한제 시행 전후 별로 구문하여 조사하였으며, 이 때 조사공간은 연결, 공용, 개인, 가사, 위생공간으로 한정하였다. 조사 결과 분앙가상한제 시행 후의 아파트 분양가는 지역시세보다 약 10~15%p 하락하였으며, 분양가상한제 시행 전보다는 25%p 가량 낮아졌다. 이는 정부가 예상한 인하 폭과 부합하는 조사결과였다. 실내마감재는 분양가상한제 시행 이후 그 품질이 저하되었으며, 설비시스템은 각종 가산비의 영향으로 분양가상한제에 큰 영향을 받지 않았다. 다만 생활설비시스템 줄 빌트인 가전기기 등의 주방편의설비시스텀은 설치비율이 감소하였다.

The apartment has developed as the most prevalent residence type in Korea, while receiving and exerting the influence from and to the national economy along with the elevation of house supplying rate. Especially, since the apartment price became freed, the price of apartment rapidly soared. As a regulation measure, Korean government introduced the apartment price upper limit system, first applying it from the public housing lands in September 2007. This paper has the purpose to analyze the change of apartment price before and after the legal restriction of ``apartment price upper limit system`` and to find out the influence of the system on the apartment interior finishing materials and the installation composition. To achieve such purpose, the field survey and the cyber model house research were made for 44 unit models that were opened between September 2007 and April 2008. The unit models were classified into the space, area type, and before/after of price upper limit system. Here, the space range was confined by connection, common use, private, housework and sanitary spaces. After the upper limit system, the apartment price became about 10~15% lower than the price of surrounding apartments and 25% lower than that of before the system, This result agrees well with the government. The quality of interior finishing materials was degraded. The installation system was little influenced by the price upper limit system. But, as exceptions, the installation rates of the built-in kitchen-wares and the bathroom equipments among the life convenient equipments decreased.
