마을공동체 활동을 활성화시키기 위한 노력의 일환으로 기초자치단체를 중심으로 마을만들기 조례가 제정되고 공모사업을 추진하는 등 공공차원의 마을만들기 사업이 활발히 추진되고 있다. 공공차원의 마을만들기 활성화를 위해서는 민간에서 추진되고 있는 공동체 활동에 대한 분석을 통해 성공 요인을 찾아내는 것이 우선되어야 한다. 이에 본 연구에서는 인천시 관내에서 활발히 전개되고 있는 마을만들기 사례에 대해 추진과정, 조직구성, 활동유형, 공공과의 관계 등에 대해 분석을 수행하였다. 연구결과 마을만들기 조직이 공익적 활동에서 비롯되었으며, 공공 공간을 기반으로 주민이 자체적인 역량을 강화하는 패턴으로 발전해 왔음을 밝혔다. 또한, 특정 활동 중심에서 마을 성장과 경제 활성화 등 공동의 관심사를 위한 노력으로 다변화 해 온 것으로 파악되었다. 앞으로 도시재생 중심으로의 정비전환을 고려한다면 보다 다양한 형태로의 마을만들기 활성화가 요구되며 현대 도시문제를 해결할 수 있는 대안으로서 마을만들기를 지원하기 위한 다양한 연구가 시도되어야 할 것이다.

As part of an effort to activate neighborhood-making, some local governments have been actively promoting the enactment of local ordinance and implementation of neighborhood contests. To activate neighborhood-making projects by local governments, a priority should be success factors analysis for community activities being successfully promoted in the private sector. Therefore, in this study, analyses of some local communities were carried out, in terms of propulsion process, organization, activity type, and relationship to government. From the result of analysis, it was revealed that community organizations were made based on public activities, and have been developing by strengthening their own capabilities within neighborhood areas. In addition, neighborhood movements have been changed from specific purposed activities, to the common interests of neighborhoods, such as economic revitalization and growth. Considering the policy switching to urban regeneration in future urban development, various activating supports are required.
