이 논문은 연대에 대한 근대적 이해 방식에 대해 비판적 논의를 시도한다. 연대에 대한 근대적 자기이해는 기본권 개념을 매개로 하여 민주적 헌법의 이념 속에서 성공적으로 이루어졌다. 이 과정에서 근대인들은 입헌 민주적 시민으로서의 자기 정체성을 확인하면서 국민으로서의 연대적 삶을 유지할 수 있었다. 그러나 오늘날 근대적 사회에 등장한 새로운 도전들은 연대에 대한 근대적 자기이해에 암울한 그림자를 던져주고 있다. 이 도전들은 지구화, 속물화, 잉여화라는 모습으로 나타나고 있다. 신 자유주의적 프로그램이전세계적으로 관철되면서 심각해진 이 도전들은 입헌 민주적 시민으로서의 자기 정체성과 국민으로서의 연대적 삶을 가능하게 하는 토대를 잠식하고 있다. 이에 대한 기존의 대응은 근대의 연대적 삶을 가능하게 했던 물질적 토대를 정상화하는 것으로 모아진다. 그러나 나는 이러한 대응책만으로는 현실적 위기를 타개해나가기 어렵다는 점을 지적하고자 한다. 기본적으로 나는 사회권이라는 기본권적 요구를 강조하는 정치적 실천이 필요하다고 생각한다. 하지만 오늘날의 근대적 사회는 사회 및 정치적 실존을 확인하고 인정받을 수 있는 정치적 실천도 요구하고 있다. 나는 그것이 배제를 배제하는 정치에서 시작된다고 생각한다. 연대성에 대한 새로운 의미는 배제를 배제하는 정치의 실천을 통해 형성되고 이해될 수 있을 것이다.

This paper deals with the modern understanding of solidarity critically. The modern self-understanding of solidarity is completed in the concept of basic rights based on the idea of democratic constitution. The moderns are able to recognize their identity as democratic constitutional citizens and to maintain their solidary political culture in the form of democratic constitutional state. However, there are new challenges against the modern self-understanding of solidarity; globalization, snobbism, redundant. The program of neo-liberalism gives rise to such serious problems. And the problems undermine the ground of the solidary life in a nation-state. To solve these problems, some people suggest the radicalization of redistribution. Because, they regard a welfare state as the material foundation of modern solidarity. They also consider that the program of neo-liberalism ruins the foundation of modern solidarity. But I think we need not only the radicalization of redistribution but also another political practices. I insist that such political practices mean the politics against exclusion. Practicing the politics, we are able to overcome the crisis of solidarity and are going to find the new meaning of solidarity.
