최근에 진행되고 있는 도시 연구의 주요 쟁점은 도심 쇠퇴와 도시재생에 기초한 지속가능한 도시 성장이다. 연구대상지역인 러벅시는 텍사스주 서북부에 위치한 남부평원의 중심도시이다. 1890년대에 건설된 이래 빠르게 성장하여 지금은 인구 229,573명(2010) 의 대도시로 성장했다. 러벅시는 면화 집산지로서 발달하게 되는데, 오늘날에는 농업 뿐 아니라, 교육·의료 등 다양한 산업이 발달하고 있다. 이러한 도시 성장은 미국적 민주주의의 뿌리인 지방 자치 정신의 산물이다. 최근에는 교외화와 함께 소매업기능이 고속도로 지향의 쇼핑몰로 이전하고, 도심이 쇠퇴하면서 이에 도시재생이 진행된다. 경제적으로 낙후된 지역 중심으로 재생 계획이 진행되는데, 텍사스텍 대학 주변지역에서는 시 당국의 지원으로 사적 영역의 도시재생이 진행되고 있다. 그러나 아직은 도심이 활력을 되찾지 못하고 있다. 본 연구에서는 러벅시의 지리·역사적 특성, 주민의 독특한 정신 유산 등 지역성 및 성장 잠재자원에 기초하여, 지속가능한 도시 만들기에 접근하였다. 향후, 다민족, 다문화, 고령 사회가 조화를 이루는 보다 적극적인 전략이 요구된다. 또한 교육과 복지 측면의 투자로 사회·경제적 불평등성을 해결할 수 있는 예방적 정책이 요구된다. 연구 결과는 학술적, 실천적 측면에서 바람직한 도시설계에 유용하다.

Recently, the major issues among urban researches include downtown decline, regeneration and sustainable growth. Lubbock, the case study area for this research, is the center of the South Plains region, which is located in northwestern Texas. Since its establishment in the 1890s, Lubbock has grown rapidly and now has a metropolitan area population of 229,573 (2010). Early growth was agriculturally-based, but nowadays the city economy is diverse, with strong education, medical and diverse manufacturing sectors in addition to agriculture. The growth comes from the local spirit of American democracy and civic promotion. These days, the city center lost its importance as suburbanization and relocation of retail functions to highway-oriented shopping malls took place. Urban regeneration is taking place in the city center. Several plans have been or are being implemented to focus redevelopment in economically disadvantaged areas of the city. Private urban regeneration in Texas Tech University area in cooperation with the city has been successfully implemented. But downtown has not yet restored its lost vitality. In this paper, I analyze the making of sustainable city based on urban characteristics and potential resources for urban growth in Lubbock, namely geographical and historical characteristics, resident`s unique spiritual heritage. In the future, it needs the more positive and supportive policies that harmonize multi-ethnic, multicultural, and aging society. Also, it needs the preventive policies that resolve social and economic inequality through the investment in education and welfare. The result will be available for the desirable urban design in academic and practical terms.
