최근 국내외 도시개발과정에 있어, 개발사업자에게 집중되는 개발수익의 공정한 사회적 분배를 위해 지역사회에 대한 배려가 강조되고 있다. 이는 사회적 합의의 도출을 통해 개발관련 갈등을 최소화하고, 경제적 균형을 제공하여 지역사회의 재생을 그 목적으로 한다. 이러한 경향을 보여주는 대표적 해외사례로 최근 미국의 도시개발사업에서 활용되는 지역혜택협약(Community Benefits Agreement)을 들수 있다. 이 협약은 기존의 토지이용과정을 활용한 개발협약과도 일부 유사함을 가지나, 지역사회에 보다 집중된, 직접적인 혜택을 제공하기에 그 실질적 활용성에 대한 관심이 커지고 있다. 이러한 새로운 형태의 협약의 광범위한 확산은 협약에 대한 다양한 시각과 평가를 불러일으켰고, 이로 인해 협약에 대한 보다 체계적 이해, 다양한 분석과 명확한 유형적 분류의 필요성이 대두되었다. 이에 본 연구는 미국지역혜택협약을 분석함에 있어, 도시개발전략의 특성을 분류하는 그내재적 특징인 수단적 대상과 목적하는 결과를 인적, 장소적 접근의 구분된 유형적 맥락에서 고찰하고자 한다. 이를 통해 지역혜택협약이 가진 구체적 특성과 역할의 의미를 장소기준에 대한 보완의 개념을 중심으로 국내 개발현실에서 참조할 수 있는 시사점을 도출한다.

Recently, there are highlighted needs on the considerations for communities within domestic urban developments to make equitable distribution from development profits concentrated on developers. These efforts aim to minimize social conflicts by achieving social agreements and to provide economic equality to community`s regeneration. The most vivid example reflecting this tendency is community benefits agreements applied in US developments. These agreements are partially similar to agreements in ordinary land use process. However, by providing direct benefits to community, they attract large interests from related sectors and followed by rising needs of systematic understandings, analysis, typological catego rization about themselves. Therefore, this study analyzes those agreements with inherent characteristics of development strategies distinguished by aiming method and purpose based on the context of place-people based perspectives. By doing so, the study shows the meaning of characteristics and roles carried by the agreements with focussing on its supplemental roles for place based approach to find applicable values possibly reflected on domestic situations.
