본 연구는 디자인서울정책이 진행되고 있는 시점에서 도시디자인과 효율적인 재난대응을 위한 도시방재 관리에 대해 미국, 일본, 홍콩 등 해외 재난관리체계를 살펴보고 지난 해 발생한 서울시 서초구 소재 우면산 산사태를 사례로 우리나라의 도시재난관리체계와 비교분석하여 도시방재 관리의 개선방안을 모색하고자 한다. 지난 해 7월 발생한 우면산 산사태 등 도시재난피해 사례와 함께 도시디자인 관련 난개발 등 도시개발정책 및 도시방재시스템의 문제점에 대해 고찰하여 도시재난방지 대책과 재난관리방안을 탐구한다. 도시의 정체성을 확보하고 아름다운 명품도시를 만들기 위한 도시디자인의 일환으로 디자인서울정책을 조명하고 도시디자인과 이에 따른 서울시 도시방재관리의 올바른 방향을 제시하고자 한다. 이에 따라 향후 중앙정부 차원의 재난관리 보다 지방정부 차원의 도시방재관리가 이루어져야 할 것이고, 제도상의 문제점으로 지역적 특성과 상황에 맞는 유형별 지방 재난관리체계 구축이 필요하다. 또한 서울시 재난관리 네트워크 형성과 정보화 시스템 구축이 조속히 이루어져야 하며, 서울시 도시방재관리기금 설치 및 예산의 확대가 필요할 것이다. 그리고 도시디자인의 가이드라인을 제시하여 근본적인 예방대책을 마련하여야 한다.

This Study is to search ways of efficient improving urban protection management compared with United State, Japan and Hongkong system at this point of design seoul policy. And to enhance measures to protect and management about problems of urban development policy and urban protection system case of Umyeon Mountain in Seocho-gu, Seoul on July 2011. For this purpose, to guarantee of urban identity and to advance policy direction of Seoul urban protection management. In the first place, to be formed urban protection against disaster of Local governments beyond the central government. As system problems, It`s need to construct classificational urban protection system fitted in the regional characteristics and situations, to constitute foundational prevention measures to present guideline of urban design, to arrange disaster management network and informatization system construction as soon as possible, and to set up a fund and to expand budgets of urban protection management.
