실내마감재료와 피난설치 관련규정은 건축법, 소방시설법, 다중이용업소법 등에서 규정하고 있으며, 각각의 관련법에서 분야의 특성으로 인한 차이를 나타내고 있다. 다중이용업소법의 경우 실내마감재료와 관련해서는 영업의 종류, 바닥면적, 수용인원수, 한 건축물에 함께 설치할 수 없는 영업시설 등을 기준으로 하여 관련규정이 구성되어 있으며, 피난설치와 관련해서는 비상구의 설치위치, 규격, 비상구 구조, 영업장 내부 피난통로, 창문의 설치위치 등을 기준으로 관련규정이 구성되어 있다. 다중이용업소에서의 피난설치 기준은 실내계획에 있어 평면계획 및 동선계획에 절대적인 영향을 미치게 되며, 소방의 안전시설 완비증명서를 받기 위한 필수적인 규정이므로 실내건축계획에 있어 상당히 중요한 사항으로 이에 대한 체계적인 연구가 시급한 실정으로 나타나고 있다. 본 연구는 다중이용업소에서의 실내마감재료 사용과 피난설치에 대한 연구로서 다중이용업소법의 관련규정에 대한 조사 분석과 선진외국의 사례 등을 연구하여 현재 다중이용업소법의 실내마감재료 사용기준과 피난설치 관련규정에 대한 문제점을 제시하고 합리적으로 개선하려는 데에 그 목적을 두고 있다.
