본 연구는 공문서의 소통성을 제고하기 위해 공문서 텍스트의 특성을 양적, 질적으로 분석하여, 공문서 소통의 실태를 확인하는 것을 목적으로 한다. 이를 위해 공공문식성과 공문서에 대한 기존의 논의를 살펴본 후, 이를 본 연구의 목적에 맞게 ‘소통’의 측면에서 재개념화하였다. 또한 생애주기별 교육, 의료 복지 분야 공문서를 선정 및 수집하여 정량적, 정성적으로 분석하였다. 공문서에 대한 양적 측정의 결과, 공문서의 문장 복잡도는 10학년 교과서 수준이며, 텍스트 복잡도는 11. 5학년 수준으로 나타났다. 공문서에 대한 질적 분석을 위해 5점 리커트 척도로 전문가 평정을 실시한 결과, 문서별 소통 정도는 민원 서식과 안내문 모두 보통이고, 법령은 낮은 것으로 드러났다. 특성 면에서는 정확성이 보통 정도였고, 실행성, 소통성은 소범주별로 보통 혹은 낮게 나타났으며, 세부적으로는 시각적 편의성, 이해 용이성에 대한 개선이 가장 시급한 것으로 확인되었다.

The purpose of this research was to analyse Korean official documents in order to verify the communicacy, i.e. the communication status regarding education and medical service areas. In order to accomplish this research purpose, we reconceptualized the term ‘public literacy’ and ‘official document’. We also collected and selected all 36 documents along the lifelong period in those two areas. and analysed them by qualitative and quantitative methods. The findings of data analysis showed that the Degree of Text Complexity of public documents is 11.5Y and Sentence Complexity 10Y, which means the users would have some difficulties in communicating through the official documents. In particular the communicacy of civil application document text was a little high but guide information text and legal text was low relatively. The results shows also the official document are needed to be more considered in visual convenience and comprehensive acceptability.
