균여는 『화엄경』의 「보현행원품」에 전해오는 보현보살의 가르침과 게송을 기반으로 <보현십원가> 11수를 지었다. 그는 성상융회사상과 성속무애사상을 토대로하여 세속의 도리인 노래와 미천한 언사인 향찰을 통해 불경의 내용을 우리 고유의 사유방식과 감정에 맞게 표현함으로써 민중의 선한 바탕을 일깨우고자 하였다. 균여는 쉽고 구체적인 시어와 비유를 동원하여 민중이 보현보살의 가르침에 거리낌 없이 다가갈 수 있게 하였다. 불경에 대한 대중친화성을 고양하는 한편, 불경의 토착화에 기여함으로써 고려시대의 이 땅에 불경이 실현화하는 데 지대한 영향을 끼쳤던 것이다. 최행귀는 이러한 <보현십원가>를 널리 알리기 위해 한시로 번역하고 ‘송(頌)’이라는 별도의 제목을 붙였다. 그의 한역시는 식자층을 대상으로 하였으므로 민중의 눈높이에 맞추어 창작된 균여 향가를 직역이 아니라 의역하였다. 그 결과 균여의 민중지향적 창작 관점과 의도와는 다소 다른 양상을 보일 수밖에 없었다.

Kyun-Yeo(均如) composed poems named Bohyun-Sipjong-Wonwangga based on the teachings of Buddha and Buddhist poem(Gatha) in the Avatamska Sutra. He wrote poetry on the basis of syncretism and unrestricted thought for the sacred and profane by song as a secular method and korean letter Hyangchal(鄕札) as a humble language. He expressed the Buddhist scriptures according to our own way of thinking and feeling. And he commanded easy and concrete language and metaphorical expression. Thereby he wanted to awaken a good heart of the populace. Furthermore he was able to reach the populace to the teachings of the Buddha without barriers. Kyun-Yeo`s aim was to enhance public affinity for Buddhist scriptures. Eventually his efforts had contributed to the indigenization of the Buddhist scriptures. He had a profound influence to materialize the Buddhist scriptures at this land in the Koryo dynasty. On the other hand, Choi-Haenggui(崔行歸) retranslated Bohyun -Sipjong-Wonwangga into Chinese poems in spite of Buddhist poem written in Chinese characters. He attached another title ‘song(頌)’ instead of ‘ga(歌)’. His poems translated into Chinese characters were for the intellectuals rather than the populace. Therefore he did not translate literally Bohyun-Sipjong-Wonwangga which created according to eyelevel of the populace, but translated freely. After all, it faded the populace-oriented perspective and intent of Kyun-Yeo, and caused reversing the direction of popularization or indigenization that Bohyun-Sipjong-Wonwangga aimed.
