본 연구는 평가수용성을 제고하기 위하여 필요한 요인을 도출하기 위해 지방자치단체 합동평가를 사례로 선정하여 지방자치단체 공무원의 인식을 조사하였다. 평가수용성, 수용성, 합동평가와 관련된 이론과 제도를 고찰하여 평가대상자의 개인심리적 요인이 평가 수용성에 영향을 미친다는 점을 발견하였다. 이에 착안하여 합리요인, 감정요인, 신뢰요인이 평가수용성에 영향을 미치는 것으로 가정하고 분석의 틀을 구성하였고 이에 따라 통계분석 하였다. 통계분석 결과, 합리요인, 감정요인, 신뢰요인 모두 평가수용성에 영향을 미치는 것으로 나타났고, ‘신뢰요인’이 평가수용성에 가장 큰 영향을 미치는 것으로 나타났다. 심층면접 결과, 합동평가에 대한 지방자치단체 공무원의 신뢰를 높이기 위해서는 평가 지표가 현실성있게, 지역의 실정을 고려하여, 지표간 논리적으로 작성되어야 하고, 합동평가단에 대한 신뢰를 높일 수 있는 전략을 마련하는 것이 필요하다고 할 수 있다.

The purposes of this study is to draw the assurance factors of evaluation acceptance, to do this, we chose the Combined Evaluation of Local Government(CELG) as a evaluation case, and we questioned local public servants. We conducted a literature review and a institutional review of evaluation acceptance, acceptance, and CELG, and found individual psychological factors of Ratee influence evaluation acceptance. On the basis of literature review, we assumed rational factor, emotional actor, and trust factor influence evaluation acceptance, organized framework, and analyzed statistical data following the framework. As a result of statistical analysis, rational factor, emotional actor, and trust factor influenced evaluation acceptance, and ‘trust factor’ turned out the most important factor. As a result of depths interview, to enhance the trust of local public servants about CELG, evaluation indicators should be made with practicality, regionality, and logicality in mind, and we should work out strategies to elevate the confidence in evaluators.
