본 연구는 정책이동(policy mobility)의 관점에서 2000년대 이후 서울과 싱가포르에서 추진되었던 창조도시 정책이동 현상을 비교, 분석한다. 역사적 제도주의에 기반을 둔 정책이동의 관점에서 기존의 정책학에서 제시되었던 정책이전의 동형화에 대한 가정들을 비판하면서 서울과 싱가포르에서 창조도시 정책이 각기 어떻게 상이하게 반응하며 다른 경로를 형성하면서 상이한 정책 결과들을 낳고 있는가를 밝힌다. 본 연구를 통해, 두 도시가 처해있었던 제도적, 상황적 맥락의 차이로 인해 정책 이동의 행위자(주체, 동기), 정책이동 과정(원천, 대상, 방법), 그리고 정책 이동의 구체적인 결과들이 상이했음을 밝힌다. 시민들의 참여를 통해 시민들의 창조성이 정책에 발현되는 원형의 창조도시 정책이 서울에서는 물리적 하부시설 건설 및 디자인 사업, 형식적 대민서비스 시스템과 신공공관리적 교육·인사제도로 변형되었으며 싱가포르에서는 국가 주도의 하향식 창조산업육성책과 외향적 성장정책으로 귀결되었음을 밝힌다. 이러한 분석 평가를 위해 본 연구는 사례 연구법에 근거하여 문헌분석과 현장방문, 심층면접을 실시하였다.

This study examines the mobility of creative city policies to Seoul and Singapore from a viewpoint of policy mobility. This article focuses on analyzing how the concepts and policies of creative city are introduced and moved to Seoul and Singapore. From the perspective of policy mobility based on historical institutionalism, we critique the hypothesis of isomorphism that the existing studies on policy transfer suggest and illuminate how creative city policies are moved differently in the context of Seoul and Singapore. Through this study, we elucidate that different actors in policy mobility were chosen due to different institutional contexts, led to different mobility processes, and thus resulted in different policy outcomes. The original creative city policy, which encourages citizens' participation and creativity based on the invigorated leadership, was transformed as physical construction and perfunctory local-serving programs in Seoul and as the top-down industry promotion policy and tourist-targeted growth policy. This research is based on case studies focusing on the archives, site visits, and in-dept interviews.
