본 연구는 정책기조가 다른 노무현정부와 이명박정부를 대상으로 정책지식생산의 현황 과 특징을 파악하고, 정책기조의 변화에 따른 정책지식생산의 변화에 대하여 살펴보고 자 하였다. 분석결과를 요약하면 첫째, 정권이 바뀌면서 정부가 지향하는 정책기조에 따 라 정책지식이 활발하게 생산되는 분야에도 많은 변화를 가져오는 것으로 나타났다. 다 만, 사회적으로 쟁점이 되는 동시에 국민의 생활과 직결되는 분야에서는 정권의 이념과 는 상관없이 공통적으로 정책지식이 활발하게 생산되는 것으로 나타났다. 둘째, 정책지 식을 생산하고 공급하는 기관의 유형에는 정부성향이 다른 정권교체가 일어나더라도 큰 변화가 없는 것으로 나타났다. 셋째, 정권이 바뀌면서 정부의 정책기조에 따른 정책지식 을 생산하는 정부부처에도 많은 변화가 나타났다. 즉, 정부의 정책기조에 따른 정책우선 순위가 달라지면서 정책지식을 생산하는 정부부처에도 많은 변화를 가져온다는 것을 알 수 있었다. 이상의 분석결과는 정부의 정책지식 그 자체에만 국한하여 논의한 기존연구 와는 달리 정부의 정책지식을 정책기조와 연계하여 분석하였다는 점, 정부의 정책기조 에 따른 정책지식생산의 변화를 실증적으로 파악하였다는 점에서 의미를 찾을 수 있다.

This study examines how governing ideology can affect the production of policy knowledge by examining policy research projects handled by central governments in the Roh and Lee administration. The major findings of this study are summarized as follows: First, this study found some of key agency characteristics and timing affect the extent to which key policy orientations (identified by the content analyses of key words in president``s speech and major policy promises) of particular administration is reflected. Second, this study finds that policy knowledge was produced primarily by research institutes both in the both Roh and Lee administrations. Third, the result shows the central government of policy knowledge production reflecting the policy orientation of the administration many changed after regime change This study is expected to make theoretical and empirical contribution to the literature concerning the production of policy knowledge in the Roh and Lee administration. It also examines how policy orientation of particular administration affect the production of policy knowledge
