행정학·정책학의 주요 관심 분야인 거버넌스 연구는 연구대상 측면에서 주로 국내적 차 원에 한정되어 왔다. 이에 본 연구는 세계정치 차원의 자원배분에 관한 의사결정 메커 니즘인 글로벌 거버넌스와 이러한 정치 역학을 추동하는 권력의 새로운 차원의 특성에 관한 인과관계를 탐구하기 위하여, 탈냉전기 올림픽 개최지 선정결과에 유치지원국의 소프트파워가 미치는 영향력을 실증적으로 분석하는 것을 목적으로 하고 있다. 본 논문 은 Lee & Chappelet (2012)의 후속연구로서, 분석의 이론적 기초를 글로벌 거버넌스 논 의로 발전시키는 한편 분석모형을 정교화하고 분석자료를 확장하여 분석결과의 강건성을 검증하고 있다. 연구 결과, 개최경쟁국들의 하드파워를 통제한 상태에서 소프트파워 의 영향을 통계적으로 검증하였다. 이와 같은 분석 결과는 국제스포츠 분야와 같은 특정 영역에서 실제로 작용하는 소프트파워의 존재와 영향력을 통계적으로 검증함으로써 국제경쟁력 강화를 위한 국가정책 수립에 있어 소프트파워 활용전략이 필요함을 시사하고 있으며, 나아가 본 연구는 글로벌 거버넌스의 새로운 유형으로서 글로벌 ‘소프트’ 거 버넌스의 가능성을 제시하고 있다.

Although the previous scholarship on soft power has a number of qualitative studies, little research on its impact in global governance using quantitative methods has been carried out. Following the prior study of Lee and Chappelet (2012), this article attempts to explore the relationship between soft power and global Olympic governance by statistically assessing the impact of a country`s soft power on its success of hosting the Olympic Games during the post cold-war period. The analysis results show that countries are likely to win the Olympic bids when they had higher level of soft power measured by human development, transparency, environmental sustainability, sporting success as well as GDP per capita. By contrast, hard power factors such as military power and GDP are insignificant or negatively significant. Based on the empirical results, the article suggests a typology of global soft governance.
