범죄로부터의 안전에 대한 국민적 관심이 높아지고 안전한 삶을 영위하기 위한 욕구가 증대되면서 안전도시의 구축에 관한 관심은 점차 전국적으로 확산되고 있다. 범죄를 효율적으로 예방하기 위해서는 도시 내 시민들의 일상활동 패턴과 그 지역의 지리적 특성을 종합적으로 고려해야 한다. 하지만, 그동안의 범죄예방 정책은 이를 고려하지 못한 상황에서 정책입안자의 의도에 의해 획일적으로 수행되는 경우가 많았다. 또한, 그 동안의 범죄연구는 행정동 단위에 기반한 범죄 발생의 분포패턴 연구가 대부분이었다. 따라서 도시민의 일상활동 패턴과 안전취약지대를 연계한 연구는 상대적으로 부족하였다. 이에 이 연구는 도시민의 공간적 일상활동 패턴과 안전취약지대의 관련성을 고찰함으로써 현행 방범체계의 대표적 사례인 CCTV의 입지적 문제점과 개선방안을 도출하여 향후 성공적인 안전도시를 구축하기 위한 전략적 방향성을 제시하고자 한다.

As the citizens’ interest on safety from crime and the desire for safe life increase, the interest on the establishment of a safe city is nationally spreading. In order to prevent crime effectively, the daily pattern of urban people and geographical characteristics of the region must be synthetically considered, but the existing policies for crime prevention did not consider them well and were performed uniformly by intention of policy makers in many cases. Also, previous studies on crime were based on administrative districts and there were insufficient studies considering the relationship between the pattern of personal daily activity and safety vulnerable zone. Therefore, this study suggests strategical directions for constructing a successful safe city by eliciting the locational problem and its improvement of CCTV based on the relationship between citizens’ daily activity patterns and safety vulnerable zones.
