This research focused on the evaluation of verbal creativity. The verbal creativity which is realized in a concrete text has intrinsically complex and context-dependent features. And these features make the evaluation of verbal creativity difficult rating at the low level of inter-rater reliability. Furthermore the action research on this issue has not carried out enough yet. To deal with the issue this research was conducted as follows. First we developed the re-writing task which could stimulate the students`` verbal creativity. Students are asked to convert the part of a poem to associative narrative. Second we practiced two steps of expert evaluations. Through the preliminary evaluation 25 pieces of students works are selected. In main evaluation 12 experienced teachers who are teaching language in middle or high school participated as experts. Third we analyzed the evaluation result. Inter-rater reliability is improved by cronbach alpha coefficient(0.93). Standard deviation among scores that each students get from the teachers indicates the raters`` agreement and the subjectivity of creativity.
