본 논문에서는 일본 중소기업의 해외진출 의사결정 과정을 설명하기 위해서 네트워크 해외직접투자이론, 국제화 단계 해외직접투자이론, 의사결정 접근법을 통합하여 분석하였다. 네트워크-조직학습-의사결정 프로세스라는 분석 틀로 일본 중소기업의 해외직접투자의 의사결정 과정을 분석하였는데, 그 결과는 다음과 같다. 첫째, 일본 중소기업이 해외에 진출하는 계기가 된 것은 거래처와의 밀접한 사업 네트워크가 존재하고 이에 대한 의존도가 높다. 둘째, 해외 기술 제휴처와의 인적 교류나 거래처 기업과의 사업 관련 네트워크를 통해 외국시장에 대한 지식의 확대를 가져오고 있다. 인적·기업 간 네트워크를 통하여 시장지식을 얻는 것은 제한된 자원을 가진 중소기업들의 국제화 과정에 매우 중요하다. 셋째, 해외직접투자는 일회성이 아니고 반복적인 조직학습 과정이기 때문에 해외시장에 대한 경험적 지식의 축적은 초기단계에서 성장단계로 나아갈 중요한 자산이 된다. 넷째, 해외 진출 일본 중소기업의 경영자는 하향식 의사결정으로 해외 지향성을 가지고 있고 시장몰입이 높다. 해외직접투자에 대한 현지경영의 성과가 나타난 결과, 해외시장 개척 및 현지 판매처 확대, 국내 사업 이노베이션, R&D 능력보유와 같이 가치사슬의 확대가 이루어지고 있다. 일본의 해외직접투자 중소기업은 가치사슬을 국가 간에 분산·배치함으로써 부가가치 활동의 범위를 지역적으로 확대하는 데에 따르는 범위의 경제성이나 범위의 경쟁력을 확보할 수 있게 된다. 해외직접투자 일본 중소기업은 새로운 시장을 개척할 수 있는 기회가 확대되고 핵심역량을 강화할 수 있어서 비투자 기업에 비해서 고용 창출과 노동생산성의 증가가 뚜렷하게 나타나고 있다.
The purpose of the study is to explain Japanese small and medium-sized enterprises` decision making process on venturing into international market. To answer the question, network theory used for explaining FDI, evolutionary approach of internationalization, and decision making approach were unified. The framework of network-organizationallearning-decision making process was used to analyze Japanese small andmedium-sized enterprises` decision making process on foreign direct investment. The results of this paper were as follows. First, the starting point for Japanese small and medium-sized enterprises` internationalexpansion was their close relationship with their clients and dependence on the clients. Second, Japanese small and medium-sized enterprises obtained market knowledge onforeign markets thanks to their international technology partners and clients. Market knowledge from foreign technology partners and clients was essential for smallcompanies in internationalization process due to resource limitations. Third, Japanese small and medium-sized companies` initial experiences in foreignmarkets turned out to be valuable source for boosting the growth of the companiesbecause organizational learning repeatedly occurred while doing foreign directinvestment. Last, executives of Japanese small and medium-sized companies venturing into foreign markets preferred top down decision making style. Thus, they are planning to extendtheir business abroad. Japanese small businesses initially began to expand their business overseas for costreduction and their relationship with their existing and potential clients. However, theycontinued their overseas expansion for expanding their value chain, such as developingtheir new markets, driving innovation being applied to their domestic business andachieving greater R&D productivity. Accordingly, those Japanese smaller companiesbecame self-sustaining businesses. Japanese FDI smaller firms had higher laborproductivity and increased the number of employees than Japanese non-FDI firms due to development of core competence.
