본 연구는 한국 기초자치단체의 문화 및 관광 분야 예산의 변화와 그 주요 동력으로서 지방자치단체장의 영향을 확인하고자 하였다. 이는 과거의 연구들이 주로 점증주의와 예산결정이론에 따라 예산의 규모와 제도환경적 요인에 초점을 둔 접근과는 다르다. 이에 본 연구는 2008년부터 2013년까지 시(市) 기초자치단체의 문화 및 관광 분야 예산을 대상으로 하여 변화를 결정하는 요인으로써 지방자치단체장의 영향력을 확인하기 위해 패널다항로짓(multi nomial logit)과 음이항(negative nomial)회귀모형을 통해 분석하였다. 분석결과 한국 기초자치단체의 문화 및 관광 분야 예산의 비점증적 변화의 존재를 확인하였고, 지방자치단체장의 특성과의 인과적 관계를 파악함으로써 기존 문화 및 관광 예산에 관한 연구들과 차별화된 결과를 제시하였다. 특히 문화예술과 관광 정책사업으로 구분하여 각 정책사업의 특성에 따른 지방자치단체장의 구체적인 영향력을 실증적으로 제시 함으로써 이들에 관한 다양한 연구들의 단초를 제공하였다. 요컨대, 본 연구는 지방정부의 문화 및 관광 정책이 단순히 지역개발을 위한 정책이 아니라 그 지역의 정체성(identity)을 구성하여 실현해낼 수 있는 특별한 정책사업으로써의 역할을 잘 수행토록 하는데 가장 중요한 주체로서 지방자치단체장의 역할을 강조한 연구결과를 제시한 데에 의의가 있다고 본다.
The purpose of this study is to examine the influence of the head of the local governments as a key factor contributing to the budgetary changes on culture and tourism policies. This study attempted to try a different approach than what was tried before, where the policy changes are explained by external, institution-environmental elements based on a structural determinism in a macroscopic perspective. This study analyzed the budgetary changes on culture and tourism policies of local governments in Korea and an analysis of their characteristics(regularity(kurtosis)/incrementality) budgetary scopes(total budget/municipal expenditures) characteristics of changes(types of changes/rate of change) by applying a variety of statistic models to verify the causality(multi nomial logit, negative binary regressive models). The result of the study was confirmed that the studies on policies and budgetary changes should not be looked at as unrealistic outliers but as universal phenomena. Also, as this study took a microscopic stance on the actors within the system of policy decisions, identified the influence by the heads of local governments in Korea. we have seen in reality, the heads of local governments are required to play the role of policy entrepreneurs and they actively proceed with the local development policies in connection with their political basis, the importance of the roles of them could be emphasized both in the theory and reality. The methodology and findings in this study emphasize that the policy actors are deeply related to policy and budgetary changes and it is necessary to approach this topic with diverse perspectives that have been discussed so far.
