좌파적 기본소득(운동)론은 불로소득 환수 등의 재원을 통해 기본소득을 지급하면 자유시간이 증대하여 임금노동의 압박으로부터 대중들이 상대적으로 해방되고 사회적 연대 활동이 강화되어 자본주의를 넘어설 수 있는 가능성이 높아질 것이라는 가설에 기초하고 있다. 그런데 이 가설에는 축적된 잉여가치를 기본소득으로 전환시키기 위한 자본에 대한 대중투쟁이 성공해야 하며, 또 이 성공이 지속가능하기 위해서는 기본소득을 지급받음으로써 증가하는 자유시간을 대중들이 비자본주의적인 방식으로 자신의 삶의 질을 높이는 데 즐겁게 사용함과 더불어 일정한 시간을 사회적 연대 활동에 지속적으로 사용할 수 있어야 한다는 전제가 비명시적으로 함축되어 있다. 그런데 현재까지 좌파적 기본소득(운동)론은 이런 비명시적 전제조건의 중요성에 대해 충분하게 주목하지 않고 있다. 이 글에서는 이런 전제를 명시적으로 드러내고, 이 조건의 충족을 위해, 1) 현재 상품소비에 푹 찌들어 있는 도시 임금노동자가 어떻게 기본소득의 지급의 전제 조건인 생활양식의 변화와 사회적 연대 활동 강화를 이루어낼 수 있는지를 일련의 사고실험을 통해서 확인해 보고, 2) 이런 실험이 고립된 개인들 차원에 머물지 않고 일반대중들에게 확산되기 위해 필요한 확산 모델의 개발을 위해 암묵지와 형식지의 순환이라는 지식과학의 개념을 재활용하여 <대안적 지식구성체> 개념을 설정하고, 3) 자본주의적 지식구성체에서 비자본주의적 지식구성체로의 전환을 위해 필요한 <대안적 교육구성체>의 모형을 제시해 보고자 한다. 이런 개념적 모형들의 전망에서 보면, 좌파적 기본소득을 지속 가능하게 지급할 새로운 사회구성체로의 이행을 위해서는 현재 통용되고 있는 암묵적 지식과 결합된 명시적 지식의 사회적 배치가 바뀌어야만 하고, 대안적지식구성체의 형성을 위한 노력과 대안적 교육구성체의 형성을 위한 노력이 함께 병행되어야 한다는 사실이 보다 명료하게 이해될 것이다.
The Leftist Basic Income Movement (LBIM) has been based on a hypothesis that, if basic income would be supplied through financial resources such as without-earned income and etc., the increased free time would afford peoples to be relatively liberated from pressures of wage-labor, and to strengthen social solidarity activities for overcoming the capitalism. However, this hypothesis has includes some implied premises that, in order to convert the capitalist accumulated surplus values into basic income, success of the mass struggle will be necessary, and that sustaining the success will be possible for peoples to use the increased free time for raising their own quality of life enjoyed in anon-capitalist way and to extend social solidarity activitieson an ongoing basis. But up until now, the theory of basic income (movement) has not paid enough attention to the importance of the senon-explicit preconditions. This article is purposed to reveal theses premises explicitly and to present following proposals to meet such preconditions: 1) to make a series of thought experiments about possibilities of the current urban wage laborers embedded in commodity consumption to change their everyday lifestyles and strengthen social solidarity activities which are preconditions for LBIM, 2) in order to develop a spread model for the sake of spreading these experiments of some isolated individuals among the general public, to propose a new concept of by use of remodeling the concept of tacit & formal knowledge used in knowledge science, 3) to presenta conceptual model of necessary for transition from capitalist knowledge formation to non-capitalist knowledge formation. From a perspective of these conceptual models, it will be more clearly understood that current social constellation of formal knowledge in combination with tacit knowledge should be changed for going toward a new social formation affording sustainable LBI, and that efforts for building alternative knowledge formation necessary for LBIM should be in parallel with efforts for building alternative educational formation.
