다양한 이해관계가 공존하는 현대 사회에서 의사결정의 가장 합리적인 수단으로 회의의 중요성이 증대되고 있으며 이에 따라 현대인의 핵심 역량 중의 하나로 회의 능력이 요구되고 있다. 그러나 이러한 요구와는 달리 회의 능력을 기르기 위한 교육 내용 및 방법에 대한 관심과 연구는 부족한 실정이다. 이에 본 연구에서는 국회 회의 담화를 대상으로 하여 합리적인 의사 결정 과정으로서 회의가 어떻게 진행되고 운영되어야 하는지를 살핌으로써 회의 교육 내용 마련을 위한 기초적인 논의로 삼고자 하였다. 본 연구에서는 국회의 본회의와 위원회 회의를 중심으로 회의 진행 절차와 회의의 목적에 따른 양상을 분석하였다. 본회의와 위원회 회의의 진행 절차는 대부분 동일하였으나 회의의 성격에 따라 다소 차이가 있었다. 특히 전문적인 판단을 요하는 안건들이 많아지는 최근의 상황에서는 위원회회의의 역할과 중요성이 강조되는 측면이 있었다. 분석 결과를 바탕으로 회의 교육의 방향을 다음의 네 가지로 제시하였다. 첫째, 민주적 의사결정 방법으로서 회의의 진행과 절차가 지니는 내용적, 형식적 지식을 공유해야 한다. 둘째, 회의를 진행할 때 공정한 진행과 신속한 진행이 동시에 이루어질 수 있도록 노력해야 한다. 셋째, 문제를 이해하고 해결하기 위한 공동의 목표 의식을 명확히 해야 한다. 넷째, 정보화 사회의 복잡한 문제를 해결하기 위해 사전에 치밀한 준비와 계획을 해야 한다.
In the modern society where various interests coexist, the importance of meeting is improving as a rational way of decision making, and competence for meeting is required as the core ability for modern people. Contrary to this demand, however, the reality is that the concerns and studies about education contents & methods related with improving competence for meeting are not enough. Thus this study aims to set up the basic ground for making education content of meeting by going over how the meeting should be proceeded and operated as a process of rational decision making based on the National Assembly discourse. This study analyzes aspects of meeting procedure and purpose focusing on the National Assembly plenary session and committee. Process of the plenary session and committee were almost some, but there were somewhat differences originated from features of meeting. Especially, the importance of committee meeting is getting improved recently with the rising of agendas or items requiring technical judgement. Based on the analysis result, this study concludes with four directions of the discourse education as follows: First, knowledge of content and form regarding meeting procedure that is a way of democratic decision making should be shared. Second, meeting should be proceeded with fairness and speed. Third, clear shared goals should be made in order to understand the problem and then solve it. Fourth, detailed preparation and plan should be made in order to solve complex problems of information society.
