합리적 선택이론(rational choice theory)은 17,8세기 계몽주의의 영향으로 적어도 사회과학의 영역에서는 이론의 차원을 넘어서 때로는 종교적 믿음과 같은 비중을 차지하고 있다. 지난 60여 년간 March의 학문세계에서 일관된 논의는 개인과 조직의 완전한 합리성을 가정하는 합리적 선택이론에 근거한 행동방식에 대한 대안적 행동이론과 지성추구의 발견이었다. 본 논문의 구성은 다음과 같다. 첫 번째 절에서는 논문의 전반적인 내용을 소개하고, 두 번째 절에서는 March의 개인적 약력에 대하여 간략히 살펴보겠다. 그 다음절에서는 March의 학문세계를 다섯 가지 범주로 나누어 자세히 논의하겠다. 그리고 마지막 절에서는 그의 학문연구가 우리나라 정책연구에 미친 영향과 향후 March이론의 적용방안에 대하여 언급하겠다. 본 논문은 March의 학문세계를 첫째, 조직이론과 회사이론, 둘째, 조직의사결정에서의 모호성과 해석의 중요성, 셋째, 행동이론으로서 적절성의 논리(logic of appropriateness), 넷째, 조직의 경험적 학습의 내용과 한계, 다섯째, 제도론적인 시각에서의 정치현상의 분석으로 구분하였다.

Rational choice theory is a faith as well as a theory in social science. It is linked to the ideologies of the Enlightenment in 17, 8th century. During the last 60 years James G. March has investigated the alternative action theory and alternative pursuit of intelligence to rational choice theory which is based on full rationality of actors and organizations. This first section of this paper overviews general arguments and questions that March raised. The second section briefly introduces the biography of March. The following section investigates March’s academic contributions in detail. The last section examines the influence of March on studies on Korean policy processes and future research agenda. This paper classifies the academic world of March into five research areas - organizational theory and firm theory, the prevalence of ambiguity and the importance of interpretation in organizational decision making, logic of appropriateness as an action theory of March, theories of experiential organizational learning, and institutional perspectives as the organizational basis of politics.
