본 논문은 1970년대 고도경제성장기의 권위주의적 발전국가가 당시의 사회정책형성에 어떠한 영향을 미쳤는지를, 유신체제 하의 대표적 사회정책형성 사례인 연금보험과 의료보험의 제도화과정을 중심으로 비교 분석해 보려는 것이다. 이를 위해서 우선은 권위주의적 발전국가와 사회정책 간의 관계에 관한 논의를 소개하였으며, 이어서 권위주의적 발전 국가가 사회정책의 형성체계와 형성과정에 어떠한 영향을 미치는지를 이론적으로 검토하였다. 그리고 이를 토대로 권위주의적 발전국가, 사회정책 형성체계, 의제화, 결정과정, 산출을 결합하는 통합적 분석틀을 설정하였다. 이어서 1970년대 고도경제성장기의 권위주의적 발전국가가 사회정책형성에 미친 영향을 국민복지연금법 제정과 의료보험법 제2차 개정을 중심으로 실증적으로 분석하였다. 마지막으로는 이러한 실증분석에 입각하여 연금보험과 의료보험의 제도화과정을 비교하면서 토의하였다.

The purpose of this article is to examine the impact of the authoritarian developmental state in the 1970s Korea on the system and process of social policy-making, through the comparative case studies on the institutionalization of national welfare pension and medical insurance schemes. For the aim, the article first explored the relationship between the authoritarian developmental state and social policy, and then discussed about how the authoritarian developmental state exerts influence on the system and process of social policy-making. The next chapter established, depending on the theories discussed in the previous chapter, the analytical framework combining the authoritarian developmental state, policy-making system, agenda setting, policy-making process, and policy outputs. Consecutively, the article verified the impact of the authoritarian developmental state of the 1970s Korea on the system and process of social policy-making, by narrating in depth the enactment of the National Welfare Pension Act and the second revision of the Medical Insurance Act. As a conclusion, this article compared the institutionalization process of the two social insurance schemes.
