이 연구는 전환교육(transition education)에 관한 내용이 국내에 소개된 지 20여년 되지만 최상의 전환서비스가 이루어지지 못하고 있어 전환 관련전문가들의 전환교육 제도구현을 위한 당위성과 중요성 및 실천적 의지를 구현하기 위하여 전환교육 기초형성 철학적 배경을 구체적으로 탐색·제시함으로써 전환교육·서비스에 대한 인식증대를 시키는데 주안점을 두었다. 연구의 구체적인 내용은 전환과 진로교육의 역사적 뿌리(토대)를 탐색하고 전환교육실행 기초 형성 철학적 배경을 제시하였다. 전환교육실행 기초 형성 철학은 ①인간 잠재력 운동, ②긍정적 청소년 발달 운동, ③정상화 철학과 지역사회 통합, ④통합교육 철학, ⑤자기결정과 개인의 자유 등 다섯 가지 측면으로 요약된다. 청소년들의 전환경로는 ①중등학교 이후의 교육, ②진로-기술 훈련, ③고용, ④지원적 환경 네 가지로 대별된다. 전환교육 및 서비스가 장애학생들의 삶의 질 향상을 위한 진로교육의 총체적인 서비스로서 오랜 역사를 가졌지만 올바른 법·제도마련 없이 체계적인 전환조치 활동이 실행되기 힘들다. 전환교육 관련전문가들은 전환실행 철학적 배경을 숙지하고 모든 업무를 처리했으면 하는 바람이다.

Approximately, 20 years has passed since the concepts of transition education has been introduced. However, best practice of transition education has not been implemented currently. Therefore, it is necessary for us to think about the needs and significance of transition education in order for transition expertise to implement transition education and services effectively. Thus, in order to increase recognition of transition education, the researchers wanted to explore and suggested the philosophical background for building foundation for implementing transition education and services. The specific purposes of this study are to explore historical background of transition & career education and to suggest the philosophical background for building foundation for implementing transition education and services. The philosophical background for building foundation for implementing transition education and services are consisted of five aspects such as the movement of human potentiality, the movement for positive development of adolescent, the normalization and inclusion into community society, philosophy of inclusive education, and self-determination and personnel freedom. The pathway of transition for adolescent are post-secondary education, career-skills training, employment, and supportive environment. Although transition education has long history as holistic service for career education to increase the quality of students with disabilities, it is hard for special education teacher to provide effective transition education and services without appropriate law and system. It is necessary for transition expertise to provide transition education and service with having enough knowledge about philosophical background of foundation of transition education and services.
