본 연구는 지역경제 활성화를 위한 부산의 해운·항만물류산업의 육성전략과 성과에 대해 분석하여 문제점과 발전방향을 조명하는 것이다. 분석결과 다음과 같은 결론을 도출했다. 첫째, 항만물류산업의 업체 수가 증가와 감소를 반복하고 있어 정책적 성과가 뚜렷하게 나타나지 않았다. 이는 경기변동과 함께 동북아지역 물류산업의 경쟁이 격하되고 있기 때문으로 해석할 수 있다. 2003년부터 2005년까지는 항만물류산업의 업체 수가 증가했지만, 2007년부터 2009년까지 감소했다. 둘째, 고용의 변화 폭이 큰 것으로 나타났다. 2003년부터 2006년까지 항만물류 종사자 수의 연평균 증가율이 전국 연평균 보다 높게 나타났다. 하지만, 2007년부터 2009년까지 감소하고 있어 전략 산업의 지속적이고 안정적인 성과가 나타나지 않았다. 셋째, 항만물류산업의 대부분이 규모가 작은 것으로 나타났다. 이는 규모 확대를 통한 경쟁력 향상에 기여하지 못했다는 것을 의미한다. 따라서 해운·항만물류산업에 대한 육성정책은 목표에 도달하지 못했고 지속적인 성장을 나타내지 못했다. 따라서 지역경제 활성화를 위해 업체 규모별 지원정책을 수립할 필요가 있다. 이는 항만물류산업을 중심 산업으로 하는 부산의 상황을 고려한다면 해결해야 할 시급한 문제라고 할 수 있다.

This study to analyze the promotion strategy and outcomes of the marine transport·port logistics industry in Busan for regional economy vitalization so as to illuminate the problems as well as the direction of development. The analysis suggests the following results. First of all, the number of port logistics enterprises is being capricious so that no policy achievement appeared clearly. This can be explained by the economic fluctuation-driven intensification of competition among logistics enterprises in Northeast Asia. Although the number of port logistics enterprises increased during 2003 and 2005, from 2007 to 2009, the number dropped. In the second place, the scope of employment had changed greatly. From 2003 to 2006, the annual average increase rate of people working in port logistics industry exceeded the national average level. However, from 2007 to 2009, the number dropped with no continuous and stable achievements which strategic industries should have. Third, there were more small-scale port logistics industries. It means that enhancement of competitive power through scale enlargement was impossible. Therefore, the government failed to reach the goal of making policy about promoting the marine transport·port logistics industry and hence no continuous growth appeared. Thus, it is necessary to establish supporting policy according to the size of enterprises for the regional economy vitalization. Considering that Busan develops port logistics industry as its main industry, this is an urgent problem.
