근자들어 국제기구의 민주화 문제가 관심을 갖고 논의되고 있다. 지구화로 인해 다양한 지구적 문제가 부상하면서, 영향력 있는 주요 결정들을 하는 국제기구의 민주적 거버넌스와 운영 의 필요성과 중요성이 제시되고 있다. 창설 초기부터 여러 비판을 받아온 유엔 역시 이러한 논의에서 예외가 되지 못한다. 지속적인 개혁안들을 통해 유엔을 변화시키려는 노력이 있었지만, 유엔은 민주적 결핍이라는 비판에서 자유롭지 못하였고 개혁의 시도도 성공적이지 못하였다. 이 논문은 유엔 개혁에 초점을 맞추어 유엔이 새롭게 거듭나고 평화 유지라는 본래의 목적에 충실하기 위해서 유엔이 민주주의 원리에 주목할 것을 주장한다. 이를 위해 유엔의 민주화란 책무성과 대표성의 실현을 의미함을 밝히고 유엔에서 이런 의미의 민주주의가 필요한 근거와 타당성을 논증하고자 하였다. 아울러 유엔 민주화를 위해 강대국 중심의 국가체제 정치에서 벗어나 정책 결정과정에서 시민사회의 적극적인 참여와 감시 역할을 제도화하는 책무성 메카니즘을 제안한다. 그러나 한편 시민사회가 이러한 역할을 맡기 위해서는 시민사회 스스로 대표성과 정당성을 확보할 수 있는 지속가능한 역량과 가치를 갖추고 있어야 함도 잊지 않아야 한다.
The issue of democratization of international organizations has received attention recently. As globalization has caused global problems, democratic governance and management of international organizations is required. It is especially so in the UN, a core of global governance. There have been constant efforts to reform the UN, but the UN has been criticised in many respects. In this paper, I intend to suggest democracy as the principle for making the UN reforms. To this end, I elaborate on the normative explanation about the necessity and rationale of democratization of the UN. I argue that for the UN, a political space in which to make influential decisions in global level, to be accountable to them and hence to maintain legitimacy, democracy is required. On the other hand, many skeptics claim that professionalism and efficiency should be given priority in decision-making in the UN. Professionalism and efficiency that lack accountability and ignore public good is less likely to contribute to peace and security. Suggesting that the UN seek various ways for making it representative and accountable, I intend to argue that civil society or NGOs may be a catalyst for the UN to be so. The civil society is to be more actively intervened in the UN`s decision-making process and to inspect it. To this end, the UN needs to have the accountability mechanism in which civil society has the initiative and opportunities to examine the UN`s tasks. In this context, it may be expected that in the UN, political participation or decision-making would be no longer the exclusive province of high politics.
