본 연구는 특별교부세 배분에 영향을 미치는 요인에 관한 탐구이다. 특히 특별교부세 배분 연 구에서 충분한 관심을 받지 못했던 자치단체장 특성에 연구 초점을 맞추었다. 자치단체장의 정 치인 출신 여부, 당선횟수, 학력, 소속정당, 고위공무원단 상위 5개 대학교 출신 여부, 안전행정 부 관료 출신 여부를 독립변수로 하고 자치단체의 정치·사회·경제적 요인을 통제변수로 하여 설명모형을 구성하였으며 2005, 2007, 2009, 2011년 특별교부세 배분 자료를 이용하여 모형을 검증하였다. 분석을 위하여 패널자료 분석에 적합한 패널 FGLS(feasible generalized least squares)모형, 고정효과모형(fixed effect model), 확률효과모형(random effect model)을 이용하 였다. 분석결과 자치단체장의 당선횟수, 학력, 안전행정부 관료 출신 여부, 정치인 출신 여부, 집권여당 소속 여부가 특별교부세 배분에 영향을 미치고 있으며 통제변수로 사용한 자치단체 의 정치·사회·경제적 특성도 특별교부세 배분에 영향을 미치는 것으로 나타났다. 특히 자치단 체 국회의원의 역할이 중요한 요인으로 작용하고 있었다. 또한 자치단체의 인구가 많을수록 또 는 재정자립도가 낮을수록 더 많은 특별교부세를 배분받고 있음을 확인하였다. 결론적으로 특 별교부세 배분기제(allocation mechanism)에 있어 자치단체장이나 국회의원의 정치적 영향력, 그리고 자치단체의 실제적 재정수요가 중요한 요인임을 경험적으로 확인할 수 있었다.
This study tries to find out the factors which determine the allocation of Special Revenue Sharing(SRS). Little attention has been paid to the mayors’ characteristics as determinants of the allocation of SRS. To fill this research gap three models―a FGLS model, a fixed effect model, and a random effect model―are developed in which mayors’ characteristics are used as major independent variables. Local governments’ political, social, and economic factors are also included in the models as control variables. The panel data of 2005, 2007, 2009, and 2011 SRS allocation is employed for the empirical analyses. The findings are as follows: (1) among the mayors’ characteristics education, political career, ruling party affiliation, the number of times elected as mayor, and whether or not the mayor is the former official of Ministry of Security and Public Administration have effects on the SRS allocation (2) the political influences of the district congressmen are critical to the allocation of SRS (3) among the socio-economic variables of the local governments the population size and the financial independence influence on the allocation of SRS. As the number of population increases or the degree of financial independence decreases the amount of SRS local governments receive increases (4) the political influences and the financial needs of the local governments are major factors which work dynamically in the SRS allocation process.
