서구사회의 살기 좋은 도시 만들기는 시민의 삶의 질 관점에서 그들의 근현대 도시계획을 성찰하고, 1970년대 이후 그 대안으로 경제기관으로서 도시가 아니라 사람을 위한 도시 만들기로 본격화되었다. 그들은 도심이 활력 있는 도시, 친환경적인 다양한 교통수단을 이용하기 쉬운 도시, 공공 공간을 통해 공동체적 사회생활이 영위되는 도시, 다문화가 공존하고 다양한 문화 활동을 향유할 수 있는 도시, 다양하고 저소득층을 위한 저렴한 주택이 잘 공급되는 도시, 좋은 일자리가 잘 제공되는 도시, 주민들의 경제적 격차가 작은 도시, 어린이와 노인이 살기에 적합한 도시, 자연보존과 자원절약에 적극적인 도시, 도시의 고유한 특성이 경관에 표현된 정체성 있는 도시로 만들려고 노력하였다. 본 연구는 서구 도시들의 이러한 도시 만들기 중 전자의 5가지 건조 환경에 관한 경험을 엄밀히 검토하고, 그 교훈을 바탕으로 앞으로 한국의 살기 좋은 도시 만들기 정책 방향에 중요한 시사점을 제안하고 있다.
Making cities livable has emerged as city-making not for a city as an economic machine, but for people (citizens), from the reflection on the urban planning and development of modern cities in the western society in terms of quality of life since the 1970s. It includes or emphasizes city-making toward the following livability (liveability): to maintain the vibrant downtown, to access easily environment-friendly multi-modal transportation, to have social life of community through public space, to enjoy diverse cultural activities within the multi-cultural society, to provide a wide type of housing and affordable housing for low income classes, to provide affluent good jobs, to be smaller economic disparity among residents, to become good city for children and elders, to be sensitive to natural conservation and resource-saving, and to have a city`s identity designed by its uniqueness. This paper reviews strictly the experiences of the former`s five different city-makings on the built environment in the western cities, and suggests its significant lesson and implication to the future making cities livable in Korea.
