본 논문의 목적은 국가가 정책적으로 수행하고 있는 지역균형발전 정책의 적정성에 대한 실증분석을 하는 것이다. 이를 위하여 16개 시·도, 19개 산업을 대상으로 중앙정부 R&D 투자가 각 지역의 산업역량에 대비하여 균형 있게 이루어지고 있는지 살펴보았다. 분석결과 인천광역시와 경상남도는 대표적인 균형지역이고 서울특별시와 제주도는 대표적인 중앙정부 R&D 초과지역이며 전라남도와 울산광역시는 대표적인 중앙정부 R&D 부족지역으로 나타났다. 또한 화학물질·화학제품 제조업은 대표적인 균형산업이고 비금속광물 및 금속제품 제조업과 출판·영상·방송통신 및 정보서비스업은 대표적인 불균형산업으로 분석되었다. 이러한 분석결과를 바탕으로 중앙정부 지역균형발전 정책은 지역의 산업역량을 바탕으로 한 정책실현을 위해 노력하고 이를 위하여 중앙정부는 실증적 분석을 수행해 보는 것이 바람직할 것이라는 의견을 피력하고자 한다.
The purpose of this paper is to do an empirical analysis for Regional Balanced Development Policy in Korea. For doing this, the paper analyzes how governmental R&D investment is reasonably inflowed to each region based on local industry capacities. Computational results show that Incheon and Gyeongnam are the best balanced regions while Seoul and Jeju are overinvested regions, and Chunnam and Ulsan are underinvested regions. The most representative balanced industry is a chemical substance and chemical product manufacturing industry while non-balanced industries are a nonmetallic mineral, metalware industry and publication, image, broadcasting communications and information services industry. It can be concluded that Regional Balanced Development Policy by a central government should be performed based on industrial capabilities of each region, and supports from a central government should be based on empirical analysis.
