본 연구는 지방중소도시의 도시쇠퇴를 분석하고 도시재생정책을 마련하는 데 목적이 있다. 이를 위하여 먼저 AHP분석을 통하여 도시쇠퇴지표의 가중치를 산정하였다. 다음으로, 가중치와 통계자료를 중심으로 제주시의 행정동별 쇠퇴정도를 분석하였다. 분석결과 도시쇠퇴가 높은 지역은 일도1동, 용담1동, 삼도2동, 건입동, 용담2동, 봉개동 지역으로 나타났다. 이는 신시가지개발을 통하여 시청과 도청 등의 공공기관이 신시가지로 이전에 따른 결과로 볼 수 있다. 향후 도시의 재생을 위해서 도심재생 뿐만 아니라 구시가지를 활성화시키기 위한 다각적인 방안이 모색되어야 할 것이다.

This study analyzes the decline of the local small towns and cities to establish urban regeneration policies. For this purpose, first, AHP was used to estimate the relative weights of urban decline indicator. Second, the weights and statistical data were analyzed to measure the degree of urban decline by administrative dong of Jeju city. As a result, the degrees of urban decline were calculated in the order of Ildo 1 dong, Yongdam 1 dong, Samdo 2 dong, Geonip dong, Yongdam 2 dong, and Bonggae dong. This is in part attributed to the new town development and the movement of the public authority institutes such as Jeju city government and Jeju provincial government. The policies of urban regeneration will have to be sought of multifaceted solution for the city center regeneration as well as inner city revitalization.
