이 연구는 중국 국가 경제에서 스포츠산업이 차지하는 지위와 기능에 대한 정책 연구이다. 본 연구의 목적은 정책입안자와 실무자에게 장기적인 정책의 흐름을 이해하도록 하는데 있다. 중국의 체육정책은 발전 단계에 있기 때문에 스포츠산업의 발전현황과 그 특성을 정의내리기 위해 분석적, 기술적 접근방법을 채택하여 시사점을 도출하였다. 연구 전개는 세 단계를 거치는데, 중국스포츠산업의 현황 및 특성분석 - 전체 국민경제에서 차지하는 지위와 제공기능을 요약 - 정책적 제안의 과정을 거쳤다. 이러한 설계에 따른 주요 도출 내용은 다음과 같다. 스포츠산업의 정책적 지향점은 스포츠의 사회적 가치를 보존하되, 경제적 구조의 확립과 일자리 창출과 같은 산업적 기치를 실현하는데 두어야 한다. 중국은 스포츠 발전 정책은 초기 단계로써, 법적, 재정적, 운영 시스템 등의 구축에 대한 정부주도의 급진적 발전을 수용할 필요가 있다. 다만 중국의 정책은 세계변화에 반응할 필요성을 인식하고 있어야 한다. 따라서 스포츠산업 정책 육성을 위하여 다음과 같은 결론은 제시하였다. 첫째, 정책적인 지원을 강화하여 경제 금융 지원 시스템 구축을 가속화하고, 체육 경제의 투자 및 융자 채널을 넓힌다. 둘째, 다양하고 구체적인 스포츠산업 및 경제 발전 계획을 수립하여 스포츠의 산업화를 추진한다.
This study was the policy research of the status and function at the China’s national sports economy. The purpose of this study was to give that understanding of the long-term policy flow to policy makers and sports filed people. This study used the analytical and discretional method to define the China sports industry``s status and characteristic based on China``s stepping in to early developing age. The study had three problems solving process, it was follows: the study was analysis to economical status and its characteristics - Summarizes the sports industry’s status and function in national economy - policy proposal. So, Derive information according to these designs as follows. Sports industry policy orientations need to preserve the social value, but it should practice to industrial values through structuring economic system and making job opportunities. Chinese sports industry policies need to accept the radical government-led development for the constructions like a area of low, finances, and operating system as early stages. However, China government has to keep recognize that the necessary of respond on world change. Thus, to promote for sports industry policy, this study suggests fellows’ concussion. First, expand to channels of invest and financing of sports industry, and accelerate to structuring the economic support system of support through reinforcing the political support. Second, impel to industries the sports based on established developing plan for sports industry.
