인권문제가 개별 국가의 경계를 넘어 국제사회의 핵심적 사안으로 확대되면서 국제사회는 2000년대 이후 지속적으로 북한의 심각한 인권상황에 대한 깊은 관심과 우려를 표명해 왔다. 그럼에도 불구하고 체제의 안전보장을 최우선 과제로 삼고 있는 북한 사회주의체제는 상대주의적인 인권 개념을 바탕으로 인권의 가치보다는 국가주권을 우선시하는 입장을 고수하고 있다. 북한인권 문제의 해결은 국제사회와의 대화와 협력을 통해 보편적 인권 가치를 지향하고 보장하고자 하는 북한체제의 전향적 접근에서 시작될 수 있다. 이를 위해 우리 사회는 북한인권 문제에 내재된 복합성을 이해하고 북한의 정치체제와 경제상황을 명확하게 파악할 필요가 있다. 그리고 이를 토대로 대북정책과 통일정책과의 유기적 관계 속에서 북한의 실질적 변화와 인권상황의 개선을 촉발할 수 있는 교류협력의 기회와 폭을 확대해야 할 것이다.

The human rights issues are no longer a domestic concern. Human rights have become a universal value and a common concern to the entire international community. Even though North Korean socialist regime has made an effort to adjust the system to meet the international human rights standards in some parts, its general performance to improve the human rights problem falls far short of expectations. The purpose of this article is to analyze the complexity of North Korean human rights issues and to suggest some ways to improve North Korea`s human rights situation. The causes and phenomena of human rights violations in North Korea closely related to its unique political system and the economic crisis. North Korean socialist system places more emphasis on the primacy of state sovereignty and the stability of the regime rather than the value of individual rights. In this vein, it is needed to develop a long-term and fundamental strategy for improving North Korea`s human rights situations.
