본 연구는 최근 10년(2003-2012)간 정책학회보 게재논문을 중심으로 한 내용분석과 네트워크분석(Network Analysis)을 통해 한국 정책학 연구경향과 특징을 분석하고, 정책학 연구가 정권별 국정과제와 사회적 수요를 어느 정도 반영하고 있는지 분석하였다. 연구 현황은 연도별 논문 수와 연구 형태, 그리고 정책영역과 정책과정별 연구경향을 분석하였고, 핵심어를 중심으로 한 시기별 네트워크 분석을 통해 연구 이슈간 연계 형태와 특징을 가시적으로 표현하였다. 분석 결과, 지난 10년간 평가에 대한 연구와 네트워크 및 거버넌스에 대한 연구들이 많이 이루어졌음을 알 수 있다. 거버넌스, 네트워크 및 참여자 문제는 90년대 이후 등장하여 2000년대에도 급증하고 있으며, 이것은 행정의 투명성 증가와 시민참여 등의 거버넌스 친화적인 정책환경조성이라는 맥락적 변화를 의미한다. 더욱이 이러한 논의의 흐름은 의사결정이 개방적, 분권적 거버넌스로 전화되고 있음을 나타내는 것이다. 이것은 정책학의 이념적 지향과 정권별 국정과제와 사회적 정책수요를 반영한 것으로 볼 수 있다. 그러나 한국사회의 현실과 문제를 나름대로 고유한 방식으로 다루는 한국 정책학 이론의 창출이라는 과제가 향후 우리 정책학계에 중요한 과제로 등장해야 할 것으로 보인다.

This study analyses trends and characteristics of policy researches in Korea by network analysis of published articles in Korean Policy Studies Review from 2003 to 2012, and elaborates how the researches reflect national issues and social demands at each regime. It analyses the number of papers, research cooperation, research trends in each policy areas and policy processes, and visualizes the research trends and characteristics with the network analysis. Through this research, we identify some notable trends in recent policy researches. A predominant portion of researches focuses on evaluation, network and governance. Researches on governance, network and civil participation have upsurged since 1990s, and that means contextual changes such as increase of transparency in public administration and formation of governance-friendly policy environment. These research trends also exhibit ideological orientation of policy researches and reflect national issues and social policy demands at that time. However, theory building of Korean policy science dealing with reality and problems of S. Korea in a unique way should be issued in our policy research communities.
