이 연구는 기본적으로 증거기반 정책결정에서 가정하고 있는 증거활용이 자동적인 행위가 아니며 의도적인 노력과 조건형성이 필요하다는 문제의식에서 출발하였다. 정책의 질을 제고하기 위하여 정치적 고려나 관행적인 판단이 아니라 정책정보 등 증거를 활용하는 것이 바람직하다는 주장은 오래전부터 존재했던 근대과학의 합리적 편견에서 그 뿌리를 찾을 수 있다. 그러나 기존의 연구에 따르면 정책결정과정에서의 증거활용에 대한 기대와 현실차이에는 격차가 존재한다고 한다. 따라서 증거기반 정책결정이 실질적으로 활성화되어 기대하는 정책의 질이 제고되기 위해서는 증거가 활용되는 이유에 대한 체계적인 이해와 그런 원인을 현실적으로 가능하게 할 수 있는 노력이 필요하다. 이 연구는 지식활용분야에서 자주 언급되는 세 가지 접근관점(합리모형, 조직이익모형, 의사소통모형)을 제시함으로써 정책결정과정에서의 증거활용에 대한 설명의 단초를 찾아보고자 하였다. 전반적으로 이 연구가 문헌분석과 기존 연구를 중심으로 증거기반정책결정의 가정에 대한 문제제기와 가능한 설명모형을 제시하였지만 그 내용은 가설적 성격을 지닌다는 한계가 있다. 따라서 이 연구는 보다 정교하며 실증 분석에 기반 한 후속연구를 위한 탐색적인 차원에서 문제제기를 했다는 점에 의미를 국한하고 싶다.
This study questions the assumption that use of evidence in policy-making is an automatic activity. It rather argues that an intentional action and certain conditions are needed for use of evidence in policy-making. It has been argued that improving the quality of policies needs to be based not on conventional rule of thumbs or political judgements, but on policy-related information for a long time. This line of thoughts can trace back to the rationalistic bias in the era of modern science. Past studies, however, show a different reality, that is, there is a big gap between our expectation and reality regarding use of evidence in policy-making. Therefore, a systematic understanding and rigorous research are required about the factors affecting use of evidence in policy-making as na way of narrowing down the gap. In this regard, this study examines three models of knowledge utilization(i.e, rational actor model, organizational interest model and communications model), which are expected to provide a conceptual framework for accounting for the mechanism of why and how policy makers use evidence. Since this study relies, in large measure, on content analysis of existing literature in related fields (mostly knowledge utilization), it is in nature exploratory, and readers are, thus, advised to be discreet about the implications of this studies. Rigorous empirical studies are strongly expected in the near future.
