이 연구는 한국 정부의 정책사업을 대상으로 세 가지 차원의 목표모호성 수준에 영향을 미치는 변수들을 정치적·관리적·사업특성 요인으로 범주화하고 그 영향을 확인하였다. 41개 중앙행정기관에서 수행된 1,158개의 정책사업을 분석한 결과에 따르면 우선순위모호성은 정치적 요인(정치적 요구의 복잡성, 정치적 주목도)과 사업특성 요인(직접성, 사업규모, 예산변화)에 영향을 받는 반면에, 평가적 모호성은 관리적 요인(기획능력)과 사업특성 요인(직접성)과 관계가 있었다. 대상집단 모호성은 정치적 요인(정치적 주목도), 관리적 요인(기획능력)과 사업특성요인(사업규모)에 영향을 받는 것으로 밝혀져, 세 가지 범주의 선행요인들은 정책사업 목표모호성의 차원에 따라 차별적인 영향을 미쳤다. 이는 민간부문과 다른 공공정책과정의 특수성을 감안할 때, 단순히 규범적 차원에서 강조되는 목표 명료화가 정치적으로 비합리적인 과제일 수도 있으며 상황적응적 대응이 필요함을 시사한다.

This study investigates the antecedents of goal ambiguity in policy programs of Korean government. We analyze the impacts of three types of antecedents such as political factors, managerial factors, and program characteristics on such ambiguity dimensions as evaluative, priority, and target population ambiguity with a sample of 1,158 policy programs in 41 Korean government agencies. Overall, the results show similar patterns which were found in previous studies. In particular, the pattern that different antecedents have impacts on different dimensions of ambiguity is strongly confirmed. Priority ambiguity tends to be influenced by political factors such as the complexity of political demands and political salience as well as program characteristics such as instrument directness, program size, and budget change. In contrast, evaluative ambiguity is negatively related to managerial factors such as planning capacity. Finally, target population ambiguity is the only dimension of ambiguity which is influenced by all three types of antecedents, especially political sailience, planning capacity, and program size. The findings confirm the validity of ambiguity constructs and measures for program goals and imply that a variety of political, managerial, and program characteristics have impacts on the goal ambiguity of policy programs in Korean government.
