본 연구는 1986년 창간 이후 현재 100호를 발간한 지방행정연구 지를 중심으로 축적되어 온 우리나라 지방자치 및 지방행정 연구의 내용과 성격을 진단하기 위한 목적을 지니고 있다. 이를 위해 본 논문은 우선 행정학 및 정책학 분야에서 지방자치 및 지방행정과 관련된 동향분석 선행연구를 통해 동 분야의 학문적 의미와 위상, 관련된 거시적인 흐름을 분석하고, 이러한 흐름 하에서 분석의 프레임웍을 도출하였다. 분석은 지난 1호부터 99호까지 게재된 총 902편의 논문 전수를 대상으로 기간별 게재동향과 연구분야의 분포, 키워드 분석 등을 수행하였다. 분석결과 지방행정의 환경변화 따라 IMF 및 2000년대 초반을 기점으로 게재편수와 공동연구가 증가하였고, 이러한 증가와 더불어 많은 연구가 순수 이론적인 내용 보다는 시사성있는 정책을 다루고 있다는 점에서 지방자치 시대의 정책연구가 확대되는 데에 있어서 지방자치 및 지방행정 분야에 있어서 국내의 권위있는 학술지로서 기여하고 있다는 사실을 확인할 수 있었다. 다만 지방행정의 일정 분야에 대한 편중도가 심화되고 있으며, 다양한 지방자치 및 지역발전의 이슈를 폭넓게 다루고 있지 못하다는 점에서, 향후 선도적인 학술지로서 다양한 분야에 대한 통섭적이고 차별화된 연구논문을 장려하는 일련의 노력이 필요하며 이를 통해 더욱 실효성있는 한국의 지방자치를 선도하는 학술지로서 자리매김해야 한다는 시사점을 남기고 있다.

This study aims at finding trends of research and policy studies in the field of local autonomy and administration with analyzing all the papers published in the Korea Local Administration Review (KLAR) during 1986-2014, from the first to the 99th issues of the journal. The authors first refer to review and trend-analysis papers published in some of academic journals domestically or internationally authoritative in the fields of study so as to explain macroscopic trends of research in local autonomy and administration as well as to develop the framework of the analyses of this study. The authors moreover categorize all the 902 papers published in the KLAR by time period, authorship, article types, main topics, and keywords to explain key features and dynamics of the research trends in the field of local autonomy and administration in Korea. The results imply that the KLAR has contributed and played in a leading role in the field of policy study evidently since the beginning of 2000’s when the local autonomy institutionalized again in Korea and the policy studies and relevant coworking papers drastically increased, and also that the KLAR currently needs to endeavor to encourage more wide and specialized area of research so as to avoid narrow focuses of current research papers and to maintain the current lead and contributions in the field of local autonomy and administration study.
