고흥군은 현재 나로 우주센터의 건립에도 불구하고, 지역경제가 침체된 전형적인 농어촌의 특성을 보여주는 지역이다. 재정자립도는 전국적으로 하위권에 머무르고 있으며, 전라남도 재정자립도의 평균에도 크게 못 미치고 있다. 이에 거대한 규모의 국책 사업으로 나로 우주센터의 건설이 진행되었으나 고흥군과 지역주민들의 기대와는 달리, 고흥군은 우주센터에 장소만 제공했을 뿐 커다란 지역 경제적 상승효과를 거두지 못하고 있는 상태이다. 아직도 우주센터 주변은 관광시설 및 편의시설 등이 상당히 부족한 편이며, 접근성이 떨어지는 지역으로, 보다 적극적인 지역관광 개발이 요구된다. 이에 본고는 고흥군의 현황을 파악해 봄으로써 두 가지 측면에서 지역관광 활성화 방안을 모색한다. 첫째 고흥만의 개성이 구현된 지역차별화 전략으로서의 우주산업과 우주문화를 통한 지역관광 활성화, 둘째 기존의 유명 관광지와 지역문화축제를 활용한 지역관광 활성화 방안을 제시한다. 무엇보다도 고흥은 나로 우주센터와 연계한 지역적 차별화를 통해 획일화·표준화에 식상한 현대 관광객들의 새로운 관광요구를 가장 잘 만족시켜줄 수 있는 지역이며, 이는 고흥의 침체되어있는 지역경제 발전에도 긍정적인 영향을 줄 것이라 사료된다. 이를 위해 기존 관광지와 지역축제를 활용하고, 더불어 정책적인 도움, 관광기반시설의 확충, 지속적인 장소 마케팅, 지역주민들의 노력이 수반되어야 할 것이다.

Goheung-gun still has the typical characteristics of a remote farming village despite the establishment of the Naro Space Center. In terms of financial independence, the county now ranks the lowest in Korea. In fact, the financial independence of Goheung is far lower than the average of financial impendence of Jeollanam-do. Even though the Naro Space Center was constructed with huge government funds, it has failed to boost the economy of Goheung. Therefore, this study has investigated the possibility of regional tourism from two aspects: promotion of regional tourism through space culture and industry as regional differential strategy, promotion of regional tourism using local tourist attractions and local cultural festivals. Above all, it appears that Goheung is the perfect region to meet new tourist needs through differentiation in promoting space industry-related regional tourism. For this, the following requirements should be met: policy-based support, establishment of sufficient infrastructure, continuous place marketing through local festivals and efforts by the locals.
