국내외로 문화유산 보존관리와 관련하여 다양한 과학적인 분석체계 도입을 통해 문화유산의 진정성을 고증하고 완전성을 유지하는 곳이 있는 반면, 전통기술체계와 공법을 더 이상 고증하지 못해 보존관리에 있어 진정성을 잃고 그 완전한 모습조차 훼손되어가는 등 다양한 사례들을 접할 수 있다. 한편 최근 들어 문화유산 보존관리가 전통기술을 소유한 현장 전문가만 관여한다는 시각에서 다양한 학술연구를 바탕으로 한 발굴과 고증, 이를 대중에 신속하고 쉽게 알릴 수 있는 대중홍보매체, 문화유산지 내외에 거주하며 생업 및 지역경제와 현실적으로 맞물려있는 주민의 역할 등 문화유산 보존관리를 위한 매개체가 변화 및 증가해 가고 있다. 이는 문화유산 보존관리를 위한 국제동향에 따라 볼 때 바람직한 현상이며, 지역적으로는 문화유산 보존관리를 통해 다양한 이해당사자들의 소통의 창구가 마련되는 사회발전상을 볼 수 있다. 이러한 발전과정에도 전통기술전문가와 학술연구자간 견해차가 크다. 반면 이 견해차를 좁히려는 움직임 또한 활발하다. 이 연구를 통해 문화유산 활용과 보존관리활용 주체인 ``매개자``에게 필요한 국제 문화유산 보존원칙을 정리해 보고, 세계유산 남한산성 사례를 중심으로 문화유산 보존관리를 위한 매개자의 역할 모델을 제안하고자 한다.
A number of examples regarding conservation and management of national and international cultural heritages based on various scientific research system are introduced to establish authenticity and maintain their integrity. On the other hand, it is to find some cases that are decayed, deteriorated and finally collapsed. That`s why their original structure, setting even technique related to their authenticity was lost and couldn`t be analysed any longer. Recently, the aspect for the conservation management of cultural heritage, which should be preserved only by site-managers in situ is changing to conceive intermediary stakeholder engaging in such a similar function, likewise scientific institutions carrying out research on conservation measurement as well as mass media and press spreading rapidly its news and issues. Otherwise, residents who are living in- and outside cultural heritage play a role as a stakeholder who directly uses cultural heritages and depends on local economy. In reality, they are participating in conservation measurements in different fields. The activity of stakeholder should be based on the international conservation principles. It can be regionally understood that many opportunities are provided to communicate with each stakeholder on cultural heritage considered as a kind of social development. In spite of these developments there are still interval of understanding between traditional craftsman and scientist. Therefore, it is also needed to have activities to reduce such an interval. This research aims that international conservation principles for the mediator as a principal stakeholder in heritage promotion as well as conservation and exemplary role of mediators with the help of UNESCO World Heritage Namhansanseong should be suggested.
