The purpose of this study was to analyze the management system of England and Japan``s Sport for All promotion institution and provide implication for Sport for All promotion institution of Korea. The method used in this study was method of agreement, one of comparative policy study methods. As the results of the study, three implication were suggested. First, Sport for All promotion institution of Korea is needed to operate independently because of non-activation of community sport club system due to introduction of school sport club system and need of management institution of continuatively increasing leisure sport, new sport and so on in spite of unification of Korean Olympic Committee and Korea council of Sport for All. Second, 66 kind of nationwide federation affiliated Korea council of Sport for All on the basis of Korea council of Sport for All``s independent operation is needed to full hearted government-finance support of government and Korea council of Sport for All on the basis of England``s Sport and Recreation Alliance case. Third, name of nationwide federation affiliated Korea council of Sport for All is needed change Korea sport for all federation for base expansion and activation of event as sport for all event``s representative agency. Finally, activation of community sport club system through school sport club and community sport club``s role reorganization and rebuilding of event or management institution of continuatively increasing leisure sport, new sport and so on is needed to for unification of Korean Olympic Committee and Korea council of Sport for All in future.
