Fifth, at the time of the second Nationalist Government, through the plan of Sports Promotion Foundation We`ve increased the quality of our life. Furthermore, we`ve set the realization of a sports welfare society as the goal of Physical Education Policy, and made a budget higher to make better environment to get participated. First, the reason behind the attempt to change the physical education policy from a government led policy to a market led policy was to reduce government spending and to encourage more freedom between physical education organization and the umbrella organization.
