본 연구는 문화예술정책 분야 현장에서의 협업수준을 실증 조사하였다. 이를 위해 문화예술정책 분야의 현장 실무자를 대상으로 Frey et al.(2006)이 제시한 협업 단계를 적용하여 문화예술정책분야 협업단계를 파악하였다. 또한 Thomson et al.(2008)이 제시한 협업과정 요인(의사결정, 행정, 자율성, 상호관계, 신뢰) 및 협업결과 변수(효과성, 업무 질 향상, 협업의 확대, 상호작용 증가, 동등한 영향관계 구축)를 활용하여 이들 변수에 대한 집단 간 평균차이 검증 및 인과관계를 측정하였다. 분석결과 문화예술정책 분야의 협업 수준은 3단계인 조정 이하가 전체의 77.6%로 나타났으며, 협업 결과를 제고하기 위해서는 신뢰 및 상호관계, 자율성, 공동 의사결정 등이 중요한 요인으로 나타났다.

The purpose of this study is to investigate levels of collaboration in arts policies. This study establishes a conceptual framework based on a review of the existing literature, and analyzes the relationships between collaboration processes factors and its outcomes in arts policies. In particular, this study analyzes the results of a survey of employees employed by public agency which run the collaborative arts projects. Specifically, five independent variables which affect the outcomes of collaboration are established; joint decision making, administration, autonomy, mutuality, and trust. This model is tested using confirmatory factor analysis, and reliability analysis, and multiple regression analysis. Analytic results showed that joint decision making, autonomy, mutuality, and trust variables except for the administration are found to affect the dependent variables in different ways.
