오늘날 정책결정과정에서 참여와 숙의가 강조됨에 따라 다양한 정책 관련 이해당사자들간의 정책 담론을 논리적 차원 뿐 아니라 가치와 신념체계의 차원에서도 분석할 필요성이 높아지고 있다. 기존의 분석들, 특히 정책 담론 분석 모형의 하나로 자주 적용되어 온 정책논변모형은 담론의 논리구조에 다소 치중된 모형이라는 한계가 있다. 이 논문에서는 참여적 숙의민주주의라는 조건에서 대립하는 주장들의 논리구조와 더불어 가치 및 근본 가정의 구조를 이해하기 위해 정책논변모형과 문화의 층위모형을 결합한 하나의 분석모형을 제시하였다. 그리고 제시된 모형을 교육정책 중 하나인 입학사정관제의 도입을 둘러싼 담론에 적용하여 예시적으로 분석하였다. 마지막으로 모형을 적용한 분석과 관련된 방법론적 논점들을 검토하였다. 통합적 분석 모형을 통해 다양하고 복잡한 정책 담론을 주장,가치, 근본 가정의 층위에서 체계적으로 분석하고, 그 결과 사회적 숙의를 통해 가치와 근본 가정 차원에서의 타협점을 발견하여 이해당사자들이 합의할 수 있는 대안을 창출하기 위한 정보를 제공해 줄 수 있을 것으로 기대된다.

As participation and deliberation become a legitimate practice in policy decision making processes, there has been increasing need to consider diverse stakeholders’ value and belief systems as well as their logics in policy argumentation. The policy argumentation model, which has been frequently used to analyze policy discourse, exclusively focuses on the logical structure of policy discourse. In this article, we proposed a model of policy discourse analysis in which the policy argumentation model and the three-tier model of organizational culture are integrated to consider both logical and value structures of a policy argument. We applied the model to the case of the adoption of the admission officer system in Korea. Finally, we discussed methodological issues in applying the proposed model. Through a policy discourse analysis using the model, it is expected that stakeholders can find a common ground at the value and assumption levels and develop an agreeable solution.
