본 연구는 우리나라 정책과정의 핵심 행위자인 대통령 개인의 환경변화와 이에 따른 가치 변화여부 그리고 대통령의 직무적 특수성에서 기인되는 국정가치 변화 양상에 대해 살펴보았다. 즉, 대선 후보자인 행정외부인에서 대통령직 당선 후 행정 내부인으로의 직위변화에 따라 행정수반으로 국가원수로 헌법 수호자로 대통령의 개별 직무적 특성에 부합되는 국정가치들이 임기 시점별로 다양한 외부 환경 변화에 의해 상대적 중요성이 어떻게 변화하는지에 대한 탐색적 연구를 수행하였다. 대통령은 헌법에 규정된 직무를 수행하는 1인 국가 기관으로 강력한 정치적 기반을 소유하고 있을 뿐만 아니라, 국가 원수로서 원활한 국정운영을 위한 폭넓은 권한이 부여되어 있다. 따라서 대통령이 인식하고 있는 국정가치의 우선순위에 따라 국정운영의 거시적방향 및 세부 내용 또한 규정된다. 이에, 대통령이 행정부의 수반으로 정당의 수장으로 헌법의 수호자로 어떠한 직분에 우선을 두는가는 정책결정과 같은 실질적인 국정운영에 영향을 주게 된다. 즉, 국정운영의 거시적 틀을 규정하고 있는 국정가치에 대한 사전적이해 없이는 국정운영에 대한 영속성과 안전성을 기대하기 어렵다. 또한 이는 정부에 대한 국민의 신뢰저하로 이어져 국정운영 동력을 유실하게 되는 원인으로 작용 될 수 있다. 이에 본 연구에서는 대통령 직무 수행의 특수성을 대변할 수 있는 국정가치 존재여부의 확인을 통해, 국정가치를 지향하는 정부 운영의 실무적 함의의 제공을 목적으로 한다. 이를 위해 Rosenbloom(1990)이 제시한 공공행정의 접근법인 관리적.정치적.법적 가치 분류를 기반으로, 대통령의 공식 언어인 각종 연설문과 토론 자료에 대한 내용분석(contents analysis)을 시행하여 가치추출을 시도하였다. 분석결과, 대통령의 국정수행의 특수성을 대변하는 일관된 가치흐름은 존재하지 않는것으로 나타났다. 그러나 대통령 국정운영 시 판단잣대로 작용하는 국정가치는 대내외 환경적 요인에 민감히 반응하는 모습을 보였다. 또한 가치별 속성을 비교해 보았을 때, 관리적 가치와 정치적 가치는 상호 상반된 흐름을 보이며 대립된 관계선상에 존재하였다. 이에 반해, 법적 가치는 급격한 변화 없이 일관된 기조를 유지하며 법의 원칙(rule oflaws)이 모든 국정운영의 근간이 되고 있었음을 알 수 있었다.

This study researched the changes seen in the main governing value after the position transition from a presidential candidate to the president after winning from the presidential election. And through this research process, this study aimed to identify if a certain governing value exists by considering what the main governing values the president as the chief person charging public administration puts the priority to with the president's statue as the head of administration, the head of state and the guardian of Constitution defined in current Constitution. For these purposes, this study conducted the frequency analysis on the words and the contents used by the president in speech texts and discussion meetings around President Lee Myung Bak's case and drew out major governing values by period, and investigated the changes in governing values before and after the presidential term through the process matching them with external environmental factors in time-series. As the analysis results, it was found that a certain governing value to represent as the presidential administration's internal value didn't exist. But for the President Lee Myung Bak, during the period of presidential candidate, he showed the appearance considering the efficiency & effectiveness-centering management value importantly, but after winning the presidential election, his public administrative operation's first priority value was continually changed under the influences of domestic and foreign environmental factors in the process conducting practical public affairs. Also, it was found that the public administrative values to be represented as the management, political, law & juridical values showed the characteristics reflecting their own attributes during the presidential term. For the management value to be represented as the efficiency and the effectiveness and the political value to be represented as the democratic value, the both values didn't mutually coexist, but showed conflicting flows.
