이 연구는 전자발찌사업의 정책변동 과정을 동태적으로 이해하는 것을 목적으로 한다. 사업의 정책변동 양상을 도입에서부터 현재에 이르기까지 단계별로 Downs의 이슈관심주기모형을 적용하여 비교.분석하였다. 전자발찌사업의 이슈관심주기는 Downs의 이슈관심주기모형과 달리 정책 환경의 변화(비용 및 부작용의 인식, 여론의 변화)로 인해 정책이 변동하는 과정에서 정책종결에 이르지 않고 오히려 이를 계기로 수정.보완의 과정을 거쳐 정책이 유지.확장되었다. 분석결과, 이러한 지속적인 사업의 확장은, 사회적 관심을 불러일으키는 성폭력사건과 같은 촉발사건(triggering events)이 반복적으로 발생하면서 비용과 효과성 논란 속에서도 정책옹호집단이 전자발찌사업을 확대시키는데 유리한 정책환경을 조성하였기 때문인 것으로 분석되었다. 또한 전자발찌사업의 확장은 부착자 1인당전자감시비용을 감소시킴으로써 결과적으로는 사업의 경제성 역시 상당한 수준으로 향상시키고 있으며, 이러한 효과는 당국이 전자발찌사업을 꾸준히 확장시켜나가는 합리적 근거가 될 수 있는 것으로 파악되었다.

The electronic monitoring program, the new criminal correction program, was introduced to reduce sexual offence recidivism, but recent cases of repeated sexual violence by ex-convict undermined the public confidence in the program. Nevertheless, the central government did not cut back the program budget but have rather maintained and expanded the program. This government’s choice is not fully clarified by the existing main policy change theories. Based on the qualitative analysis on relevant documents such as the National Assembly record, we conclude the program has an issue reignition phase in its unique issue attention cycle that is different from the Down's issue attention cycle. Whenever the program was subject to the criticism on its low effectiveness and high cost, horrible crimes of rape and murder against children and pregnant women occurred in succession, which led the public opinion in time to be favorable to it. In addition, the department of law and enforcement tried to seek economy of scale by expanding the program and enhanced its effectiveness.
