이 연구에서는 동료평가 방식을 적용하는 우리나라 R&D 연구제안서 평가에서 평가자와 피 평가자 사이에 존재하는 학연이 평가 결과에 미치는 영향을 실증.분석하였다. 이연구에서는 이공계 분야를 대상으로 2007-2011년 사이 한국연구재단이 지원한 ‘일반연구자지원사업’을 분석대상으로 하였으며, 분석결과 학연은 평가 결과에 유의미한 영향을 미치는 요인임을 확인하였다. 분석결과를 간략히 살펴보면, 이 연구에서의 실증분석 결과 평가자들은 동일대학 출신자가 제출한 연구제안서에 상대적으로 더 높은 평가점수를 부여하는 경향이 있음을 확인하였다. 또한, 이는 연구제안서의 채택여부에도 영향을 미쳐, 결과적으로 평가자 가운데 피 평가자와 동일대학(학부, 석사, 박사) 출신자가 포함되어 있는 경우의 과제선정률이 더 높은 것으로 분석되었다.

The purpose of this study is to empirically analyzing the impact of school ties between the evaluators and evaluatees on the results of research proposal peer review evaluations for the Korean national R&D projects. Specifically, the evaluation results of research proposal entries submitted between 2007 and 2011 for the General Researchers Support Project in the academic areas of natural science and engineering sponsored was analyzed in this study. This project was sponsored by the National Research Foundation of Korea. Empirical results of this study show that school ties have significant influence on evaluation results in the process of peer review in the areas of natural sciences and engineering.
