최근 정보 커뮤니케이션 기술의 발전과 스마트 기기의 대중화로 인해, 일반 시민들에게 스마트서비스에 대한 인지도는 높다. 하지만 지역 커뮤니티 내에서 사용자에게 유의미한 정보를 제공하기 위해 개발한 서비스의 현실은 이용률 저하 또는 폐기되는 상황이다. 사용자가 지능적으로 다양한 스마트 서비스를 선택, 이용할 수 있을 것이라는 잘못된 판단 때문이다. 결국 사용자의 체감도가 떨어지는 상황과 사회적 비용이 과다하게 발생하는 문제를야기 시킨다. 따라서 본 연구에서는 지역 커뮤니티 활성화를 위한 정보 커뮤니케이션 기술 도출 및 서비스 유형화를 하고, 사용자 체감도 향상을 위한 단계별 구축할 수 있는 스마트서비스 프레임워크를 구성하고자 한다. 지역 커뮤니티 활성화를 위한 사용자의 수요와 요구를 분석·검증하는 상향식서비스 도출 프로세스를 범위로 한다. 서비스 유형 개발과 구현은 서비스 플랫폼과 연계하여야 하며, 자생적이고 지속적인 서비스 운영·관리의 기초로서 활용되기를 기대한다.

Due to the popularity of the development of information communication technology and smart devices, general citizens have a high awareness of smart services. But the reality of the development services in order to provide meaningful information to the user in local communities are lowered utilization or disposal. Because the determination that the citizens can choose and use the smart service intelligently is caused. Eventually it is problems that causes a citizen’s experience fall situation and excessive social costs. Therefore, in this study, I configure the deriving of information communication technology and services typology for activating the local communities, the smart services framework that can be built step by step for enhanced its citizen’s experience. The range of study is the citizen``s demand and request analysis by bottom-up process for activating the local communities. Type of services development and implementation are to be linked with the service platform and expect to be used as the basis of indigenous and ongoing service operations and management.
