본 연구는 현행 취업통계조사의 한계점을 취업률 집계방법과 결과의 활용측면으로 나누어 분석하고, 이를 바탕으로 개선된 취업률 집계방법과 활용방안을 제시하였다. 구체적으로, 집계방법과 관련된 한계점으로 해당 조사의 수행을 위한 법적 근거가 미약하다는 점, 정부의 대학 재정지원 사업에 대졸자의 취업률이 주요 평가지표로 활용됨에 따라 허위 취업, 정부지원금을 통한 교내취업자 부풀리기 등 취업률을 양적 지표로 평가하는 방식에 부작용이 발생할 가능성이 상존한다는 점, 현재 대학별 취업률은 조사기준 시점에서의 취업여부와 3개월과 6개월 뒤 유지취업률만을 반영함으로써 청년층의 노동이동 특성을 충분히 반영하지 못한다는 점을 밝혔다. 다음으로 활용측면과 관련된 한계점으로 현재는 조사결과를 통해 집계된 취업률을 개별 대학에 대한 성과평가에만 활용함으로써 조사를 통해 얻을 수 있는 다른 정보를 적극적으로 활용하지 못하고 있다는 점과 현재의 단순 집계된 취업률을 그대로 대학dml 성과지표로 사용함으로써 개별 대학이 갖는 학교 및 학과별 특성이 평가에 반영되고 있지 못하다는 점을 지적하였다. 이러한 분석에 기초하여 새로운 취업률 집계방안을 제시하고, 대학 내·외부 환경요인을 반영한 새로운 취업률 평가지표 산출을 위한 실증모형을 구축하고 분석결과와 함께 활용방안을 제시하였다.

This study analyzes the limitation of current employment statistical surveys in terms of how to collect employment rate data and how to use the result, and suggests improved methods and use of collecting employment rate data. Regarding limitation on how to collect data, the followings are revealed: poor legal foundation for performing surveys; possibilities of negative side effects of poor legal foundation to perform surveys which may lead to false employment rate as the government support is evaluated by employment rate of college graduates as a main quantitative index and schools may report more graduates as the employed to get more government fund. As for limitation regarding application, current survey methods are used only for evaluating education result of individual schools therefore other information cannot be actively utilized; and the collected data of employment rate is directly used for schools` education result indexes, which does not effectively reflect characteristics of schools and departments into the evaluation. Based on the analysis, this study suggests new method to collect employment rate data and ways to establish new evaluation model reflecting internal and external factors of schools and to use employment rate evaluation index improved and adjusted accordingly.
