본 연구는 통일 대비 국어교육을 준비하는 일환으로 탈북학생용 국어 교과서 개발 방안을 모색하는 데 그 목적이 있다. 탈북학생용 국어 교과서 개발 작업을 위해 무엇보다 우선적으로 고려되어야 할 것은 분단 70년간 서로 달라진 남한과 북한의 언어 이질화 양상 및 학습자 대상인 탈북학생에 대한 이해이다. 이를 위해 본고에서는 분단 이후 달라진 남한의 표준어와 북한의 문화어의 차이와 남한과 북한의 국어교육이 어떤 차이점이 있는지를 목표와 내용, 방법 면에서 검토하였다. 아울러 탈북학생의 국어과 학업 성취 특성과 탈북학생 및 지도 교사를 대상으로 한 FGI를 통해 앞선 연구들을 통해 확인된 탈북학생의 국어과 학업 성취 특성을 보완하고 보다 현실적인 교과서 개발 방향에 관한 시사점을 도출하였다. 본고에서는 통일 대비 탈북학생용 국어 교과서는 단순한 보충 교재의 차원을 넘어 비판적이고 창의적인 국어 사용 능력을 함양할 수 있도록 하는 보편적 국어교과관을 기반으로 하는 표준 교재의 성격을 함께 지녀야 한다는 것과 탈북학생의 특수성을 고려하여 국어 교과서의 내용 선정 시 고려해야 할 요소들 및 바람직한 교과서 단원 구성 체제를 제안하였다.

The purpose of this paper is to investigate the direction of developing Korean Language Textbook for the students who emigrated from North Korea to prepare the integrated Korean language education system in a Reunification Era. North Korean Refugee Students have difficulty adapting themselves to their new schools in South Korea in communication, learning, culture, identity, and so on. Developing Korean language textbook can help them overcoming the language and education heterogeneity problems between South and North Koreas. We have focus group interviewed teachers who teach the refugee students and students from North Korea and analyzed their needs for the Korean Language Textbooks. Reflecting their needs, we have established the character of the textbook not only as a make up for their lack of learning but also as a standard textbook for enhancing critical and creative linguistic competence. In addition, we proposed requisites in selecting education contents and the text unit constructing scheme for the standard textbook for the North Korean Refugee students.
