본 연구에서는 미국 재난관리 및 재난심리지원 체계와 재난위기상담 프로그램을 살펴보고 그 시사점을 도출하여 국내의 재난심리지원체계 구축 및 개선에 방향을 제시하고자 한다. 이를 위해 미국과 한국의 재난심리지원 체계 에 대한 국·내외 문헌을 중심으로 문헌연구를 수행하였다. 미국의 재난심리지원체계의 특징은 다음과 같다. 첫 째, 미국은 재난관련 각 기관의 지원내용과 역할이 법에 명시되어 있어 역할과 책임소재가 명확하고, 서비스 전 달체계가 매뉴얼화 되어 있어 신속하고 적절한 대응이 가능하다. 둘째, 미국은 연방정부를 중심으로 주·지방정부, 비정부기관이 역할과 책임을 효율적으로 분담하여 상호유기적 협력관계를 구축하고 있다. 셋째, 미국은 재난 발생시 지방정부가 제일선에서 책임을 맡고 지역사회 기반의 재난심리지원 활동을 전개하고 있다. 넷째, 미국의 재난심리지원은 정신과적 진단을 배제하고 다수의 대상자에게 심리적 응급조치나 재난 피해를 입은 지역사회 전 체를 대상으로 장기적으로 재난을 극복할 자원을 계발시켜주는 심리교육 프로그램을 제공하는 형태로 이루어지고 있다. 마지막으로 미국의 재난위기상담프로그램은 재난회복과정을 시간적 단계별로 구조화하여 개인상담, 단기교육 및 지지적 접촉, 집단상담, 대중 교육, 치료의뢰 등의 활동을 재난 후 최대 1년간 제공함으로써 재난 피해 자의 능동적인 역량 증진 및 탄력성 회복을 지향한다. 이러한 결과를 바탕으로 국내 재난심리지원체계 구축 및 개선에 주는 시사점을 논의하였다.

The purpose of this study was to contribute to constructing and improving disaster psychological support system in Korea by examining disaster management, psychological support system, and disaster crisis counseling program in the U.S. through reviewing related literature. There are 5 features of disaster management, psychological support system in U.S. First, quick countermeasures are possible due to distinct role of each organization which is clearly stated in the law. Second, U.S. constructed mutual organic relationship among Federal, State, local government, and NGO. Third, local government are responsible in the front line and disaster psychological support activities are done by local communities. Fourth, crisis counseling is provided by the form of psycho-educational program, based on the developing resources to overcome the disaster for entire community. Lastly, the aim of the disaster crisis counseling program is to recover resilience and to promote capabilities of disaster victims by providing disaster crisis counseling program for a year after disaster. Implications for disaster psychological support system and crisis counseling program in Korea are discussed.
