이 논문의 목적은 경제적 불평등에 대응하는 한국 정당의 정치행태를 이념과 정책경쟁의 측면에서 분석하는 데 있다. 경제적 불평등에 대응하는 정당정치의 중요성은 정당의 정부구성을 중심으로 한 당파성 논의뿐만 아니라 입법과정에서 정책결정자 및 거부권자 역할의 유효성이란 측면에서 제고될 수 있다. 자본주의 시장경제체제에서 발현되는 경제적 불평등 문제와 대표성의 관점에서 대중의 선호를 공공정책의 전환시키는 제도적 장치로서의 정당은 이념과 정책의 차이를 통해 경쟁관계를 갖게 된다. 이러한 전제 속에서 구체적인 재분배정책을 통해 드러난 한국의 정당경쟁은 다음과 같은 특성을 보여주고 있다. 첫째, 국가복지에 대한 이념과 태도를 보여주는 사회보장기본법의 제정 및 개정과정에서 보수주의 정당과 자유주의 정당은 복지공급자의 다양성을 추구하는 복지다원주의로 수렴되는 경향을 보였다. 둘째, 노동시장정책, 특히 비정규직 보호법 제정과정에서 진보적 제3정당의 존재가 기존 정당체계에 어떤 영향을 주었는지 잘 보여주고 있다. 즉 선거제도의 제약에도 불구하고 자본주의 시장경제에 대한 친노동적 문제의식을 갖는 정당의 출현과 제도화는 불평등 쟁점에 대한 경쟁성을 강화시키는 요인으로 작동할 수 있다는 점이다. 이는 복지자본주의 연구에서 권력자원론이 갖는 여러 가지 한계에도 불구하고 정당정치의 역할과 위상의 측면에서 여전히 중요성을 가질 수밖에 없다는 점을 함의하고 있다. 셋째, 앞으로 불평등 문제에서 소득재분배 기능과 복지재정 확보수단으로 조세정책이 갖는 중요성이 부각될 것이라는 점이다. 특히 재정정책은 그 동안 국가의 일방적 정책 영역으로 간주되어 왔으나, 어떤 복지국가를 지향할 것이냐는 경쟁에서 이를 실질적으로 뒷받침할 수 있는 조세정책 중요성이 정당 간 복지경쟁의 핵심요소로 작용할 것으로 판단된다.
This article try to analyse that behaviors of Korean political parties responding to economic inequality in terms of party competition. Political parties, as institutions for the translation of mass preferences into public policy, have competitive relationships through the difference of ideologies and policies in inequality of capitalist system and representativeness of political system. Based on these premises, the competition of Korean political parties showed several features in the relevant law making process. Firstly, in the process of making and revising the Social Security Law of 1995 and 2012 that revealed the ideology and attitude for state welfare, we could find that the tendency for policies of the conservative and liberal party to convergent pluralist welfarism which pursue various welfare provider. Secondly, The process of making the Irregular Labor Protection Laws, one of very important labor market policies, showed the importance of emerging left-wing party on inequality problem. It point out that the formation and institutionalization of pro-labor party may help to solve the inequality problem in capitalist market economy in despite of the constraint of electoral system. It connote that the theory of power-resources still has importance in Korean political situation although having many limitation in welfare capitalism studies. Finally, it will be hliglighted that the importance of tax policy as income redistribution vehicle and tool for increasing welfare budget. In Korea, the fiscal policy had been belong to the central government area. But, from now on, in party politics, we can anticipate the change of welfare debates from which welfare state we pursue to competition for tax policy that support the expansion of welfare state.
