이 글은 백제가 웅진 천도 후 고구려의 남진을 저지하기 위해 선택한 백제 외교망의 운영이 어떻게 이루어지고 있었는지를 고고자료와 문헌사료를 토대로 하여 살펴본 것이다. 백제인 모두의 관심은 고구려의 위협으로부터 나라를 지켜내는 것이었다. 이를 위해 국왕과 지배층은 무너진 지배체제를 재건해고자 하였다. 여기서 그들이 우선적으로 선택한 것은 백제의 든든한 외교망을 구축하는 것이었다. 특히 한성기부터 우호관계를 지속해 왔던 가야와 왜의 관계를 어떻게 운용하는가가 중요한 문제였다. 웅진기 백제와 가야와의 관계는 그 이전과 다른 양상을 보이고 있다. 우호관계였던 가야는 백제가 위기를 겪고 있는 틈을 타 이전과 달리 서진하여 백제의 영역을 일시나마 점유하였다. 이것은 금강 상류, 섬진강 이서 지역으로 확산되는 가야 유물과 『일본서기』의 일부 기록을 통해 짐작해 볼 수 있다. 다만 그 점유 기간은 길지 않았고 무령왕대에 이르면 이 지역을 다시 수복하게 된다. 백제와 왜와의 관계는 한성기부터 오랫동안 유지 해 온 우호관계가 웅진천도 후에는 백제의 적극적인 외교망 구축으로 인해 보다 긴밀하게 전개되었다. 한성기에 비해 웅진기 유적에서 출토되는 왜계 유물의 양이 훨씬 많으며 이 시기 왕도 주변과 영산강 유역에서 보이고 있는 고고학 자료 특히 왜계 고분의 존재가 그것을 입증해 주고 있다. 아울러 왜계 묘제가 영산강 유역에 축조되고 백제 통제 하에 있던 왜인들 가운데 일부를 영산강 유역에 대한 지배에 동원하였을 것이라는 것을 유추해 볼 수 있고 왜인들을 어떻게 활용했는지 또한 짐작해 볼 수 있다.

The purpose of this study looked into the international circumstances and Baekje(百濟)``s responses to them. After moving its capital to Woongjin(熊津), Baekje(百濟)``s people concentrated all of their attention on protecting the country from the threats of Goguryeo(高句麗). It was especially, important for Baekje to keep a friendly relationship with Gaya(加耶) and Japan(倭). During the Woogjin period, Gaya broke up the friendly relationship with Baekje and Gaya invaded Baekje``s western region. They did this because at that time, Baekje was in a state of crisis, so Gaya occupied Baekje``s land for a short time. During King Muryeong ``s rule, Baekje recovered this land from Gaya. At the same time Baekje and Japan``s relationship was still friendly. During the Hanseong period to Woogjin period Baekje and Japan``s relationship became more closer. This was proved through archaeological data. Especially, The style of Japan``s tombs showed the relationship became stronger. Baekje tried to figure out how to use Japan``s people. At that time Baekje mobilized some of Japan``s people to govern the Young San river area.
